Job Description

CHIEF INSPECTOR
METER STATION POSITION SUMMARY
The Chief Inspector - Meter Station provides senior-level oversight and quality assurance for the construction, installation, testing, and commissioning of meter stations on oil, gas, and pipeline infrastructure projects. Reporting to the Project Manager or QA/QC Manager, this individual serves as the primary inspection authority on-site, ensuring all work is executed in compliance with applicable codes, client specifications, regulatory requirements, and project standards.
KEY RESPONSIBILITIES
Serve as the on-site inspection lead for meter station construction activities including piping, mechanical, electrical, instrumentation, and structural scopes Verify that meter runs, flow computers, pressure/temperature transmitters, control valves, and associated equipment are installed per engineered drawings and manufacturer specifications Conduct and document inspections of welds, flanged connections, fittings, gaskets, and pipe supports per ASME B31.4/B31.8 and project requirements Coordinate and witness pressure testing, hydrostatic testing, and pre-commissioning activities Verify calibration and functional testing of all instrumentation (RTUs, flow computers, analyzers, SCADA tie-ins) prior to turnover Review and approve ITPs, Method Statements, and Construction Work Packages Manage and mentor field inspectors; assign daily coverage, review reports, and ensure documentation quality Interface with client representatives, EPC contractors, subcontractors, and third-party inspection agencies Identify, document, and track NCRs; verify corrective actions are properly closed out Review contractor redlines and as-built documentation; ensure turnover packages are complete and accurate Maintain detailed daily inspection logs, photo documentation, and QA/QC records Participate in project safety meetings and enforce site HSE requirements; hold stop-work authority when necessary
MINIMUM QUALIFICATIONS
10+ years of field inspection experience in oil and gas pipeline, midstream, or upstream facilities construction 5+ years in a lead or chief inspector role on meter station or measurement facility projects Strong knowledge of meter station components: turbine, ultrasonic, and orifice meters; flow computers (Emerson, ABB, Omni); gas chromatographs; RTUs; pressure regulators; and ESD systems Proficient reading P&IDs, isometrics, plot plans, electrical one-lines, and instrument data sheets Working knowledge of
ASME B31.4, B31.8, API 5L, API 6D, API
1104, and applicable
DOT/PHMSA
regulations Experience with hydrostatic and pneumatic testing procedures Demonstrated ability to manage multi-discipline inspection teams in a fast-paced construction environment
