Sterling, VA (field-based) About the Role SPS Consulting is looking for an experienced Outside Plant (OSP) Broadband and Telecom Specialist to support Loudoun County's fast-growing fiber and broadband infrastructure program. You'll be the county's lead technical expert in the field — auditing cable operators, inspecting telecom construction, enforcing NESC safety standards, and protecting public rights-of-way (ROW) as broadband expansion accelerates across the county. What You'll Do Inspect aerial pole attachments, underground conduit, fiber vaults, and utility restorations within public rights-of-way Audit cable TV and internet providers for compliance with franchise agreements and construction standards Review OSP engineering plans, joint-use make-ready requests, and ROW permit applications Respond to resident complaints about damaged property, hanging lines, or unburied cable drops Validate build milestones and test reports (OTDR, optical power) for county broadband grant programs What You'll Need 5-7+ years of hands-on experience in telecom/CATV outside plant construction, fiber splicing/testing, make-ready engineering, or utility ROW compliance Associate degree in telecommunications, engineering technology, or related field (or equivalent experience) Valid driver's license with a clean driving record Nice to Have SCTE (BDS/BFS) FOA (CFOT/CFOS)
