This position is responsible for helping ensure projects are completed safely, on schedule, within budget, and in accordance with contract requirements and company standards. The role oversees bidding, estimating, project planning, budgeting, scheduling, subcontractor coordination, client communication, and financial performance. The primary focus is dry utility construction involving gas, electrical, and telecommunications infrastructure. Experience with underground wet utilities is strongly preferred. Key Responsibilities Perform quantity takeoffs and prepare cost estimates for gas, electrical, and telecommunications infrastructure projects Manage the bidding process, including reviewing bid documents, analyzing specifications, and attending pre-bid job walks Solicit and evaluate subcontractor and supplier proposals for dry and wet utility scopes Develop competitive bid proposals and transition awarded work into active project budgets Manage assigned construction projects from award through final closeout Develop project budgets, schedules, forecasts, and cash-flow projections Review and interpret plans, specifications, contracts, and other project documents Oversee subcontractor procurement, contract execution, and performance Manage job-cost tracking, change orders, financial reporting, and project billing Coordinate schedules, material procurement, and equipment requirements Serve as a primary contact for owners, inspectors, engineers, and subcontractors Partner with Superintendents to support jobsite productivity, safety compliance, and quality control Review progress payments, project billing, and job-cost reports Manage RFIs, submittals, change requests, and contract modifications Conduct project meetings, job walks, and stakeholder coordination meetings Support risk management, issue resolution, and claims avoidance Ensure compliance with safety policies and applicable regulatory requirements Maintain accurate and complete project documentation Coordinate closeout activities, including as-builts, warranties, final billing, and turnover documents Protect confidential project, financial, contract, and business information Perform other related duties as assigned based on operational needs Qualifications Five to eight years of progressive construction, utilities, civil project-management, or estimating experience required Demonstrated experience estimating and managing dry utility work involving gas, electrical, and telecommunications infrastructure required Experience estimating or managing underground wet utilities, including sewer, storm drain, and water, strongly preferred Bachelor's degree in Construction Management, Engineering, Business Administration, or a related field preferred Equivalent construction and project-management experience may be substituted Valid California driver's license required OSHA 30 certification preferred Skills and Abilities Strong knowledge of construction project-management processes and job-cost control Ability to interpret plans, specifications, contracts, and bid documents Strong budgeting, forecasting, and schedule-management skills Proficiency with Bid to Win (B2W), COINS, Bluebeam, PlanSwift, and Microsoft Excel Strong written and verbal communication skills Effective organization and time-management abilities Ability to manage multiple projects and deadlines simultaneously Strong problem-solving, leadership, and decision-making abilities Ability to work independently and as part of a cross-functional project team Ability to protect sensitive project and business information Physical Demands and Work Environment This position primarily involves sedentary to light work. Regular computer, telephone, and office-equipment use is required. Occasional standing, walking, bending, reaching, and lifting or moving materials weighing up to 20 pounds may be necessary. Work is generally performed in a professional office environment, with occasional visits to field or construction sites. Field visits may involve outdoor weather, dust, construction noise, and required personal protective equipment.
