Job Description

Our client is seeking an experienced Senior Project Manager / Estimator to join their growing heavy civil construction operations specializing in wet utility infrastructure projects . This is a unique opportunity for a seasoned professional who excels in both project management and estimating , and enjoys being involved in projects from pursuit and preconstruction through successful completion. This is a true hybrid Project Manager / Estimator position , requiring an individual who can confidently manage ongoing projects while also leading the estimating efforts for upcoming work. The ideal candidate will bring a strong background in underground utility construction and have hands-on experience overseeing projects as well as preparing competitive bids and proposals. Key Responsibilities Estimating Responsibilities Prepare detailed quantity takeoffs and cost estimates for wet utility projects. Analyze plans, specifications, and contract documents. Solicit and evaluate subcontractor and supplier pricing. Develop competitive bid proposals and support negotiations. Review project risks and identify value engineering opportunities. Assist leadership with budgeting, forecasting, and strategic pursuit efforts. Project Management Responsibilities Manage multiple wet utility projects through all phases of construction. Oversee contracts, schedules, budgets, and project profitability. Lead project teams including project engineers, superintendents, subcontractors, and field personnel. Manage owner, engineer, developer, and agency relationships. Monitor project progress, change orders, cost controls, and forecasting. Ensure projects are completed safely, on schedule, and within budget. Required Qualifications 10+ years of experience working on wet utility construction projects. Proven experience serving as both a Project Manager and Estimator within the heavy civil or underground utility construction industry.
Strong background in construction of:
Water main systems Sewer systems Storm drain systems Underground utility infrastructure Demonstrated ability to manage projects from bid award through project closeout. Experience preparing estimates, takeoffs, budgets, and proposals. Strong understanding of construction means and methods, project controls, and contract administration. Excellent communication, leadership, and organizational skills. Preferred Qualifications Experience performing both public works and private development projects . Private work experience is highly desired. Dry utility experience is a plus , including electrical, telecommunications, gas, or related underground utility infrastructure. Experience with design-build, negotiated, or alternative delivery projects is a plus. Proficiency with construction estimating and project management software platforms.
