We're looking for a Civil Project Manager / Estimator who can do both jobs well — not one with a toe in each. This role sits at the intersection of business development and field execution. You'll be responsible for pursuing and pricing new work while simultaneously managing awarded contracts through to final completion. You'll be based out of our Riverside office with regular presence on project sites across the region. This is not a hand-off role. The person who estimates a project at HHCI stays connected to it. You'll be expected to own the project from bid to close-out. Some bids are well-defined and organized. Others are chaotic by nature. Successful estimators here know how to qualify scope, document assumptions, and protect the number when answers are limited. The ideal candidate has deep expertise in self-perform heavy civil operations including earthwork, underground utilities, grading, paving, structural concrete, and railroad & roadway improvements Estimating Responsibilities Lead the full estimating process on heavy civil pursuits — earthwork, grading, underground wet and dry utilities, concrete, and asphalt paving Perform detailed quantity takeoffs from civil plans, specifications, and geotech reports using Agtek, Bluebeam, or equivalent takeoff tools Develop production-based, self-perform cost models with accurate labor, equipment, material, and subcontractor pricing Manage bid setups in HCSS HeavyBid; organize and solicit subcontractor and supplier quotes; evaluate scope gaps and overlaps Attend pre-bid meetings and conduct site walks; assess field conditions, access constraints, and constructability risks Prepare and submit responsive, complete bids in compliance with client requirements Build and maintain a historical cost database to improve future estimate accuracy Coordinate with the General Superintendent during handoff to ensure smooth transition from estimate to field execution Project Management Responsibilities Manage project financials from contract execution through close-out — monthly billings, cost-to-complete forecasting, change order pricing and negotiation, and subcontractor buyout Process RFIs, submittals, and correspondence with owners, inspectors, and design teams in a timely and professional manner Develop and maintain project schedules; coordinate with the field superintendent on look-aheads and recovery planning when needed Track and document extra work, T&M, and changed conditions; protect the company's contractual position at every stage Lead project meetings and owner progress reviews; present schedule, budget, and risk status clearly and confidently Manage close-out documentation — as-built redlines, operations and maintenance manuals, warranty letters, and final retention release Maintain strong relationships with client contacts, inspectors, and agency representatives across Caltrans, transit agencies, and utility districts Regular, reliable attendance is an essential function This job description is not intended to be an exhaustive list of all duties, responsibilities, or qualifications associated with the role; employees may be required to perform other related functions as assigned What "Good" Looks Like Here After 12 months, success looks like: Estimates that are accurate, well-documented, and defensible, even on chaotic pursuits Strong trust between estimating and operations Clean handoffs with minimal friction and fewer surprises in the field Winning work matters, but protecting the company always comes first. Require perfect scopes and complete answers before you can price a job Prefer subcontract-heavy estimating over self-performed work Are uncomfortable qualifying bids or writing assumptions to protect risk Qualifications & Experience 10+ years of experience in heavy civil construction, with meaningful time in both estimating and project management — field experience as an engineer, foreman, or superintendent is a strong differentiator Demonstrated experience pricing and managing grading/earthwork, underground utilities, concrete, and asphalt paving scopes for public agency clients Deep familiarity with California public works procurement — the Greenbook, Caltrans Standard Specs, prevailing wage compliance, and public contract code requirements Proficiency in HCSS HeavyBid and/or HeavyJob; Agtek or equivalent takeoff software; Procore; and Microsoft Office Suite Ability to read and interpret civil plans, utility profiles, cross sections, geotech reports, and technical specifications without assistance Strong working knowledge of unit price bidding, change order analysis, and contract risk management Bachelor's degree in Civil Engineering, Construction Management, or related field preferred; equivalent field-based experience will be considered Valid California driver's license; ability to visit active project sites as needed Willingness to work in an in-office environment in Southern California and travel for job walks as needed Must be able to pass pre-employment physical/drug test/background check Work Environment & Physical Requirements Combination of office and active construction site work Exposure to outdoor weather conditions, heavy equipment, noise, dust, and fumes Required use of PPE on job sites (hard hat, safety vest, hearing protection, etc.) Prolonged periods of computer and screen use Occasional lifting of materials up to 20-25 lbs Movement between offices and job sites as needed Reasonable accommodations will be provided in accordance with applicable law.
