  • Lifecycle Cost Estimator - Part Time
  • to join our team & assist with support in all aspects of acquisition and systems lifecycle program management to include planning, budgeting, organizing, executing, controlling, and reporting necessary to execute the mission while maintaining program documentation.
  • Responsibilities:
  • + Conduct cost estimating and analysis in a variety of subject areas to include: o IT/Agile Software Development o Security Systems (e.
g., physical security, network security, etc.) o Technology Systems (e.g., cameras (body worn); radar; command, control, and communication systems; data integration; motion sensors; etc.) o Facilities o Aviation and Airspace Security + Developing manageable budget milestones that align with agencies goals. Milestones shall be aligned with earned value management (EVM) guidelines related to cost accounting and financial management. + Support for developing status of funds documents and charts for briefing materials presented to seniorleadership. + Develop requested Cost Estimation Baseline Documents (CEBD), Lifecycle Cost Estimates (LCCEs), and ensuring the analysis are accurate, credible, comprehensive, well-documented, timely, and in accordance with agencies standards or component guidance, based on individual TO requirement. + Supporting USSS in the development of cost estimates and analyses to include collection of cost data, and cost studies of programs. + Supporting the integration of cost estimating and analysis policies, processes, people, and tools to ensure that acquisition and resource decisions are informed with accurate data and comprehensive analysis. + Assist with creating, processing, and following through on financial documentation for knowledge management and auditing authorities. + Shall conduct cost estimating and analysis in a variety of subject areas to inform the annual creationand submission of directorate Program Decision Options. + Provide support completing/reviewing the following PDO sections: o Description of item o Justification/Mission Need/Capability Gap o Impacts on Performance/Return on Investment (ROI) + Scalability Resource requirements; including both personnel and program funding + Developing performance metrics for projects and assistance in reporting. + Documenting the scope of individual projects. + Developing standard reporting templates. + Manage teams of contract support personnel at multiple locations. + Maintain and manage the client interface at the senior levels of the client organization. + Meet with customer and contractor personnel to formulate and review task plans and deliverable items. + Ensure conformance with program task schedules and costs. + Organize and delegate responsibilities to subordinates. + Establish and maintain technical and financial reports to show progress of projects to management and customers.
  • Requirements:
  • + 10+ years of government acquisition program management position and a general knowledge of Federal contract requirements + Proven experience as a Program Manager or other managerial position in creating and maintaining projects and working with stakeholders and complex organizations.
+ Thorough understanding of project/program management techniques and methods for Information Technology used throughout DHS and similar agencies. + Knowledge of the business and financial impacts of alternative procurement approaches. + Knowledge of business, industrial practices, market trends and conditions, and relationships among development, testing, product, and marketing costs in order to determine their effects on complex multi-year programs involving business environments. + Ability to work in a dynamic work environment and ability to coordinate and perform multiple assignments. + Excellent knowledge of performance evaluation and change management principles. + Must possess analytical, assertive, creative, and effective problem-solving skills. + Must possess excellent communication skills - both written and verbal. + Maintain a working knowledge of the Department of Homeland Security Acquisition Framework and/or Systems Engineering Lifecycle processes.
