This role requires a strong understanding of federal contracting requirements, construction methods, and cost control practices to support competitive and compliant proposals.
Key Responsibilities:
Analyze plans, specifications, and contract documents to develop detailed cost estimates for federal construction projects. Prepare quantity takeoffs for labor, materials, and equipment. Solicit and evaluate subcontractor and supplier quotes. Ensure estimates comply with federal regulations, including FAR (Federal Acquisition Regulation) and agency-specific requirements (e.g., USACE, NAVFAC). Collaborate with project managers, engineers, and procurement teams to develop pricing strategies. Identify risks, value engineering opportunities, and cost-saving measures. Maintain and update cost databases, historical data, and estimating tools. Assist in proposal preparation, including narratives, bid forms, and supporting documentation. Participate in pre-bid meetings, site visits, and client discussions as needed.Qualifications:
Bachelor's degree in Construction Management, Engineering, or related field (or equivalent experience). 5+ years of estimating experience, with a focus on federal or government projects preferred. Strong knowledge of federal contracting requirements and construction standards. Proficiency in estimating software (e.g., Bluebeam, RSMeans, Sage Estimating, or similar tools). Ability to read and interpret construction drawings and specifications. Strong analytical, organizational, and communication skills. Detail-oriented with the ability to manage multiple estimates simultaneously.Preferred Qualifications:
Experience with USACE, NAVFAC, or other federal agency projects. Familiarity with certified payroll, Davis-Bacon wage requirements, and cost reporting. Professional certifications such as Certified Professional Estimator (CPE) are a plus.Work Environment:
Office-based with occasional travel for site visits or pre-bid meetings. Fast-paced, deadline-driven environment requiring collaboration across multiple teams.Pay:
