Full-Time We are seeking a Cost Estimator to support major rail and transportation infrastructure projects in the Washington, DC region. This role works closely with engineering and construction teams to develop, review, and defend cost estimates across the full project lifecycle, from early planning through construction. This position supports large-scale capital construction programs involving rail facilities, stations, guideways, maintenance yards, and related transportation infrastructure. Why This Role Is Interesting Work on major rail and transportation infrastructure projects Help shape project budgets and financial strategy for large capital programs Collaborate with engineering, construction, and finance teams on complex projects with long-term funding pipelines Key Responsibilities Develop conceptual and detailed cost estimates for transportation and heavy civil construction projects Create and maintain Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS) Review engineer cost estimates and contractor bids for accuracy and completeness Prepare Independent Cost Estimates (ICE) and review estimates prepared by consultants Monitor project costs and prepare Estimates to Complete (ETC) Support evaluation of change orders and contractor claims Participate in cost negotiations and project estimate review meetings Track project contingencies and support financial forecasting Maintain historical cost data and estimating benchmarks Qualifications Bachelor's degree in Civil Engineering, Construction Management, or related field, or equivalent experience 3+ years of experience in cost estimating for heavy civil, rail, transit, or transportation projects Experience preparing or reviewing cost estimates for contractors, consultants, or public-sector infrastructure projects Strong ability to review engineering drawings, plans, and specifications Understanding of construction means and methods, including crew-based estimating Strong analytical and communication skills Preferred Qualifications AACE Certified Estimating Professional (CEP) or Certified Cost Professional (CCP) Professional Engineer (PE) license or PMP certification Experience with GMP contracts or Schedules of Values Experience with Design-Build or other alternative delivery methods Experience with cost estimating or project controls software

Pay:

$100,000.00 - $130,000.00 per year
