Develop conceptual, schematic, and detailed design-phase cost estimates, including baseline budgets and Cost Breakdown Structures (CBS). Perform comprehensive quantity takeoffs (QTO) using architectural and engineering drawings, technical specifications, and BIM models. Lead value engineering (VE) exercises to identify cost-saving opportunities while maintaining structural integrity and design intent. Monitor project expenditures, committed costs, and work-in-place, utilizing Earned Value Management (EVM) to assess cost performance and calculate Estimate at Completion (EAC) and Variance at Completion (VAC). Prepare and regularly update monthly cash flow forecasts and draw schedules to support project liquidity and owner billing requirements. Review, validate, and negotiate subcontractor change order requests, including assessment of pricing against market rates, contract terms, and allowances. Support procurement activities by developing scope packages, evaluating trade contractor bids, and assessing financial risks associated with major vendors. Review monthly payment applications, including G702/G703, and verify lien waivers against actual field progress prior to payment authorization. Conduct project financial closeout activities, including final reconciliations, contingency settlement, and audits of final subcontractor accounts.
Job Requirements:
Associate's degree in construction management, Civil Engineering, Quantity Surveying, Finance, or a related field. Relevant experience in cost estimating, cost control, project financial management, or commercial management. Experience with quantity takeoffs, cost estimating, budgeting, and value engineering. Working knowledge of Earned Value Management (EVM), including EAC and VAC calculations. Experience reviewing subcontractor bids, change orders, payment applications, and final accounts. Familiarity with construction drawings, technical specifications, BIM models, and cost documentation. Knowledge of construction contracts, procurement processes, and vendor financial risk assessment. Strong analytical, financial management, negotiation, and problem-solving skills. Proficiency with relevant estimating, cost management, BIM, and/or project management software. Strong communication and coordination skills, with the ability to work effectively with design, procurement, construction, and finance teams. 3 years of experience with Project Cost Control, Cost Planning & Cost Estimation. 3 years of experience with
