Company Overview Turner Strategic Technologies dba TST Construction is a Class A General Contractor headquartered in Virginia Beach, VA, delivering commercial and federal construction projects across the Mid-Atlantic and Southeast. As a growing small to mid-sized contactor, we manage projects ranging from $10,000 to $15M+ across industrial, municipal, commercial, and defense-related markets. With offices across Virginia, North Carolina, South Carolina, and Maryland, we offer the stability of an established company with the close-knit culture and accessibility of a smaller team. Job Summary TST Construction is seeking an experienced Construction Estimator to support our commercial and federal construction projects. The Estimator is responsible for preparing accurate and competitive cost estimates, performing quantity takeoffs, soliciting subcontractor and vendor pricing, analyzing project documents, and developing comprehensive proposals. This position plays a critical role in the pursuit of new work by ensuring estimates are complete, accurate, and aligned with project requirements. Responsibilities Review plans, specifications, drawings, and contract documents to develop detailed project estimates. Prepare accurate quantity takeoffs and cost analyses across all CSI divisions. Analyze project scope and identify potential risks, omissions, and constructability concerns. Solicit, evaluate, and compare subcontractor and supplier quotations. Develop bid packages and scope sheets to ensure complete project coverage and minimize scope gaps. Prepare detailed estimates for labor, materials, equipment, subcontractors, and general conditions. Assemble complete bid proposals and pricing submissions for various contract types. Perform value engineering analyses and recommend cost-saving alternatives when appropriate. Coordinate with project management and operations teams to ensure project requirements are properly reflected in estimates. Maintain historical cost databases and current market pricing information. Participate in pre-bid meetings, site visits, and subcontractor outreach activities as required. Review existing site conditions and contract documents to identify additional scope requirements not clearly indicated in the plans. Support project turnover activities by providing estimating documentation and clarifications to project teams. Build and maintain strong relationships with subcontractors, suppliers, and industry partners. Stay current with construction methods, materials, industry trends, and emerging technologies. Maintain a high level of professionalism and provide excellent customer service to clients, partners, and internal stakeholders. Perform other related duties as assigned.
Qualifications:
High school diploma required; associate or bachelor's degree in construction management, Engineering, or a related field preferred. Minimum of 5 years of estimating experience in commercial, or federal construction. Government contracting experience preferred. Strong understanding of construction means, methods, materials, and industry practices. Ability to read and interpret construction drawings, specifications, and contract documents. Experience preparing detailed quantity takeoffs and conceptual through hard-bid estimates. Proficiency with Microsoft Office Suite, Adobe Acrobat, RSMeans, and estimating software platforms. Experience with Microsoft Project, Bluebeam, On-Screen Takeoff, or similar estimating tools preferred. Strong analytical, organizational, and problem-solving skills. Excellent verbal and written communication skills. Ability to manage multiple estimates and deadlines in a fast-paced environment. Ability to work independently while collaborating effectively with project teams and leadership.
Preferred Experience:
Commercial or federal construction. Design-build projects. Negotiated and hard-bid procurement methods.
Pay:
$95,000.00 - $105,000.00 per year
