Recruitment Notes Position Overview The Assistant Division Director, Recruitment, Testing and Career Development (RTC), provides strategic leadership, operational oversight, and administrative direction for the RTC Division within the People and Internal Operations Department - Human Resources Portfolio (PIOD-HR), in support of the Division Director. This position plays a key role in advancing continuous improvement initiatives, standardizing operational practices, and leveraging technology solutions to enhance service delivery, operational efficiency, and organizational effectiveness across the County. The Assistant Division Director collaborates extensively with stakeholders, including the County's Communications and Information Technology Department, Internal Compliance, Mayor's Office, County Attorney's Office, Constitutional Offices, County departments, and other PIOD-HR divisions, in order to develop, implement, and sustain strategic initiatives, policies, and programs with countywide impact. Duties & Responsibilities Leads and manages complex, high-impact projects and cross-functional initiatives; ensures proactive, clear, and consistent communication with internal and external stakeholders. Manages highly sensitive and complex matters impacting countywide human resources operations, including the interpretation and application of policies, procedures, and best practices, as assigned by the Division Director. Oversees exceptional and executive-level recruitment requests; and serves as a primary point of contact with the Office of the Mayor to address recruitment-related inquiries, provide guidance, and ensure alignment with established policies and procedures. Ensures compliance with Administrative Orders, Implementing Orders, and HR procedures and RTC's best practices; develops and delivers training and provides guidance to Department Personnel Representatives (DPRs) and departmental HR staff. Supports the design, implementation, and evaluation of countywide training, workforce development, and employee career development programs. Supports the development of initiatives, including internships, apprenticeships, mentoring, and volunteer programs. Directs, through subordinate management staff, recruitment operations, internal placement efforts, workforce transition activities, and new hire processes. Leads and coordinates HR system enhancement initiatives related to recruitment, testing, onboarding, new hire processing, and training for INFORMS and other internal HR applications, in collaboration with other HR Divisions and County departments. Conducts research and analysis to develop and recommend new HR processes and procedures, in response to legislative mandates; prepares responses and compiles supporting documentation related to Board of County Commissioners (BCC) legislation. Develops and updates Administrative Orders, Implementing Orders, HR Procedures. Additional responsibilities may be assigned, as necessary. Skilled in strategic project management, including planning, execution, monitoring, and evaluation of large-scale, cross-functional initiatives with competing priorities and tight deadlines. Skilled in data analysis and data-driven decision-making, including the ability to interpret workforce metrics, identify trends, and develop actionable recommendations to improve organizational performance. Skilled in stakeholder engagement and executive-level communication, with the ability to present complex information clearly and effectively to senior leadership teams. Skilled in developing and delivering training, coaching HR professionals, and facilitating knowledge transfer. Ability to lead and influence multi-functional teams through subordinate managers, fostering collaboration, accountability, and high performance in a dynamic and fast-paced environment. Ability to manage sensitive and confidential matters with discretion, sound judgment, and a high level of professionalism. Ability to drive process improvement and innovation, including leveraging HR technology systems (e.g., INFORMS) to enhance efficiency, compliance, and user experience. Ability to maintain operational continuity during periods of organizational change, including workforce reductions, transitions, and large-scale initiatives. Ability to interpret and apply policies and procedures, ensuring consistency, compliance, and alignment with organizational objectives.
