This is professional level work in human rights, equal opportunity, and diversity management in support of ensuring equal access to employment, housing, public accommodations and credit and finance in Miami-Dade County. Employees in this class are responsible for a variety of assignments especially the resolution of complaints of discrimination; outreach, training and support to Miami-Dade citizens and employees of the County. Incumbents investigate, mediate and conciliate complaints of discrimination made against public and private sector entities in Miami-Dade County, which include internal complaints made by Miami-Dade County employees. Staff in this position also guide other County departments in the appropriate application of County policies; federal, state and local laws and regulations in a variety of employment related functions. General supervision is received from a professional or administrative superior who reviews recommendations and evaluates completed work for quality and legal sufficiency. Conducts investigations and/or provides alternative dispute resolution services in all types of discrimination cases under the jurisdiction of Chapter 11A of the Code of Miami-Dade County, as amended, and state and federal anti-discrimination laws. Interviews witnesses, examines records and documents, and conducts on-site visits to public and private sector entities. Mediates and/or conciliates complaints and facilitates successful resolution. Prepares investigative reports containing background information, statements of parties and witnesses, legal analysis, conclusions and recommendations for appropriate action. Promotes diversity in Miami-Dade County by providing training and outreach to ensure that County employees know their rights and responsibilities in the workplace. Develops and attends outreach programs and workshops and delivers seminars to the citizens of Miami-Dade County. Gathers and analyzes data for the preparation of department reports. Performs related work as required. Knowledge of equal employment, diversity and fair employment practices. Specifically, Title VII of the Civil Rights Act of 1964, as amended; the Americans with Disabilities Act of 1990, as amended; the Age Discrimination in Employment Act of 1967, as amended; Section 504 of the Rehabilitation Act of 1973, as amended; and Chapter 11A of the Miami-Dade County Code, as amended. About Miami-Dade County Miami-Dade County (MDC) is the largest county in Florida with approximately 2.7 million residents, renowned for its vibrant culture and economic dynamism. MDC has operated since 1957 under a unique metropolitan system of government known as a "two-tier federation" with a strong Mayor and a 13 Board of County Commissioners. The Board of County Commissioners (BCC) is the legislative body, consisting of 13 members elected from single-member districts. Members are elected and serve one four-year term and may serve up to two consecutive four-year terms. The Commission chooses a chairperson who presides over the BCC and appoints the members of legislative committees. In January 2025, the Miami-Dade County transitioned to include five Constitutional Offices with elected leaders including Sheriff, Clerk of Court and Comptroller, Property Appraiser, Tax Collector and Supervisor of Elections.
