Upholds licensed credential holders to state mandated requirements as it relates to Private Onsite Wastewater Treatment Systems (POWTS). Protects property assets and health of residents by upholding POWTS standards throughout the County. Inspect sites and resolve complaints. Salary Grade:
$27.89 - $30.09 per hour Douglas County offers a competitive benefits package including, but not limited, to: Annual wage increase based on eligibility Paid, on-the-job training and advancement opportunities 85% county contribution to health and dental premiums Health Saving Account (HSA) available to all employees enrolled in the county's medical plan, with annual contributions provided by the employer and the health plan Wisconsin Retirement System (WRS)- One of the leading retirement systems in the nation- Contributions are paid according to current year rates set by Wisconsin Department of Employee Trust Funds (refer to www.etf.wi.govfor further detail) County paid life insurance policy with coverage equivalent to annual salary (affordable Supplemental, Additional, and Spousal/Dependent life insurance available at employee's expense) Competitive paid time off including vacation, sick time, personal days and holidays Public Student Loan Forgiveness (PSLF) qualifying employer Essential Duties Assists with the POWTS Maintenance and Inspection program, including sanitary permit applications and soil and site evaluation approval Conducts onsite compliance inspections for POWTS installations and land use permitting and maintains accurate and complete inspection records Oversees Non-Metallic Mine permitting and annual inspections Assists in the administration of Douglas County Planning and Zoning Ordinances Acts as Zoning Coordinator designee during absences and remains up to date on current Douglas County Planning and Zoning issues Follows up on Zoning Complaints Communicate with the public about required zoning and private sewage system ordinances Oversees and collaborates with Land Conservation on shoreland zoning mitigation and violations. Minimum Qualifications A Bachelor's Degree in planning, geography, soil science, or related field 1-year related experience A combination of training, education, and experience that provides the desired knowledge, skills, and abilities may be considered. Knowledge of local, state, and federal laws, rules, ordinances, and practices pertaining to soil and water conservation. Ability to acquire and maintain State certification as a certified soil tester and a POWTS Inspector through Wisconsin Department of Safety and Professional Services (DSPS) within 6 months of date of hire. Excellent written and verbal communication skills. Possess a valid State of Wisconsin driver's license, or ability to transfer a valid license.Supplemental Information Required Competencies:

Must be able to travel to various project sites. Must be able to access and navigate project sites. This position is primarily field based, with approximately 65% of work being performed in the field. Remaining 35% of work is performed in an office setting. The typical field-based setting requires exposure to inclement weather and natural terrain. Seasonal winter conditions often include ice, snow, and cold. Seasonal summer conditions often include heat, humidity, and exposure to biting insects.Physical Requirements:
Requires performing light physical work, lifting up to 25 pounds and lifting and carrying up to 10 pounds; a multitude of movements including standing, lifting, stacking, walking, pushing and pulling. Tasks may involve working at a keyboard or workstation.Testing Requirements:
