Job:
Under general supervision performs a wide range of general and specialized professional level planning duties including current land use project review, long-range planning, and special projects. This position also administers City Codes, ordinances and policies as they pertain to the field of planning and development review. This position assists in making recommendations through the City Manager to appointed and elected officials and provides customer service to citizens, City staff and government officials.

ILLUSTRATIVE
ONLY, and is not a comprehensive listing of all functions and tasks performed by positions in this class.) Review current planning land use projects including rezones, variances, subdivisions, site development plans, encroachment permits, sign permits, planned developments, annexations, and other land use applications and permit requests for conformance with the applicable regulations. Serve as primary contact to the public in relation to planning activities, including walk-ins, phone calls, email, etc. Provide exceptional customer service. Coordinate with other city departments, outside agencies and organizations in relation to planning activities and projects. Perform professional-level planning functions involving facilitating meetings, assisting customers with the development process, and preparing reports. Assist Senior Planner and Community Development Director in support of City Planning Commission, presentations, reports, and public participation. Assist Senior Planner in publishing notices as required by code for public meetings and hearings for planning, grant, and land use related items. Assist Senior Planner and Community Development Director in facilitating a variety of current and long-range planning projects and research including analysis and interpretation of social, economic, demographic, and land use data through the use of GIS, Internet, and other means. Maintain professional networks with the public, city staff and other agency staff to facilitate open, effective communication between customers and reviewers. Maintain and support a positive, collaborative culture within the City organization as a whole. Maintain permitting software database for planning permits and projects. Maintain old planning records including documents, plats, and files that pre-date permitting software, and add them to the permitting software system. Create and maintain systems for locating old records. Research records requests according to the Open Records Act. Conduct field surveys and compile property research, including zoning, development patterns, and land use and property ownership. Explain code requirements, city ordinances, regulations and planning and zoning policies to other departments, contractors and other professionals and the general public. Assist the Senior Planner with Historic Preservation Commission applications, help in preparing Historic Preservation Commission memos, attend trainings, and conduct public outreach. Help in grant efforts for Planning related items and research, and write and coordinate responses on special projects as assigned.

Job Requirements:
Bachelor's degree in Planning, Urban Design, Geography, Architecture, Public Administration with a Planning emphasis or related field from an accredited college preferred. Any equivalent combination of education and experience will be considered. One (1) year of relevant professional planning experience in a public sector or private consulting environment. Two (2) years of related computer skills, including proficiency with common office software, Google Workspace, Microsoft Office, GIS based digital mapping, development permitting software, internet research and planning-specific software. Knowledge of Colorado land use and planning statutes; land use issues in rural Western communities; city planning theory and principles. Knowledge of legal issues in planning, code interpretation, knowledge of urban design principles, including but not limited to pedestrian, bicycling transportation, other infrastructure, and code enforcement practices.
Licensures & Certificates:
(must be active and current.) American Institute of Certified Planners (AICP) certification preferred. Current Colorado driver's license with acceptable record.
Physical Requirements and Work Environment:
Must possess ability to work in a standard office setting; attend meetings at various sites within and away from the City with some evening and/or weekend hours required; strength to lift and carry materials up to 20 pounds; vision to read printed materials and a computer screen; and hearing and speech to communicate with employees and the public. Works primarily in clean, comfortable office environment; subject to many interruptions and pressure due to multiple calls and inquiries. However, work may include field inspection requiring the ability to traverse through various terrains, as well as work in traffic or construction areas, and undeveloped sites containing significant slopes and undulating terrain. Preferred Provider Organization (PPO) medical plan, administered by UMR. This is a high deductible health plan. You will receive the maximum benefits under the plan and pay a smaller amount out of your pocket when you seek medical treatment from a United Healthcare Choice Plus network provider.
Dental Insurance:
Coverage is offered through UMR to provide dental and orthodontic care. In addition, our dental plan has no network which allows you to see any dentist you prefer.
Vision Insurance:
Coverage is offered through VSP for assistance with contacts, glasses, or other vision needs.
Health Savings Account:
A savings account that is tax-free and interest-bearing that you can use to pay for qualified medical expenses like doctor visits, prescriptions, and emergency room bills. The City of Montrose provides an employer contribution at the beginning of the year.
Life and AD&D Insurance:
City-paid policies provide security for you and your family. Additional voluntary plans are available to supplement City-paid plans for employees and their dependents.
Retirement Plan:
A defined contribution investment program for non-sworn employees. The City will contribute 8% of your gross base wages. Sworn Police Officers are enrolled in a defined benefit investment program through FPPA.
