The City of Hamilton is now accepting applications for a Utility Billing Clerk. We are seeking a detail-oriented and customer-focused individual to join our team in a vital administrative role supporting city operations. Job duties include preparing and distributing utility invoices, managing and maintaining accurate billing records, processing payments, collections and reporting, and records retention. The Utility Billing Clerk will also serve as back up for the Municipal Court.
Key Responsibilities:
Billing & Invoicing:
Prepare and distribute invoices for city services such as water, sewer, sanitation, taxes, permits, and other fees. Ensure billing accuracy by verifying service records, rates, and customer information. Maintain and update customer billing accounts in the city's financial management system.
Payment Processing:
Receive, process, and record payments from customers, including cash, checks, and electronic payments. Reconcile daily payment transactions and prepare bank deposits. Issue receipts and maintain accurate records of all payments received.
Customer Service:
Respond to customer inquiries regarding billing issues, account status, and payment options in a timely and courteous manner. Assist customers in setting up payment plans or resolving billing discrepancies. Provide information to customers about city services, billing procedures, and deadlines.
Record Keeping & Reporting:
Maintain accurate and up-to-date records of all billing activities, including invoices, payments, and account adjustments. Generate reports on billing and payment activities for review by the City Finance Director or Accounting Supervisor. Assist in the preparation of monthly, quarterly, and annual financial reports.
Collections & Delinquent Accounts:
Monitor overdue accounts and initiate collection activities in accordance with city policies. Send out late payment notices and follow up with customers to arrange payment. Work with the City Finance Director on escalated collection cases.
System Maintenance:
Assist in the maintenance and troubleshooting of the city's billing software and financial management systems. Suggest improvements to billing processes and systems to enhance efficiency and accuracy.
Compliance & Confidentiality:
Ensure compliance with local, state, and federal regulations regarding billing and financial record-keeping. Maintain the confidentiality of customer information and financial records. Adhere to the city's policies and procedures regarding data protection and privacy.
Other Duties:
Assist with special projects or other administrative tasks as assigned by the City Finance Director or the City Manager. Support other finance and administrative staff as needed during peak periods or absences.
