The Dowagiac Housing Commission is seeking a dedicated and detail-oriented Housing Representative to join our Housing Choice Voucher (HCV) Program team. If you're passionate about helping families access safe, affordable housing and thrive in a dynamic, compliance-driven environment — we want to hear from you! This position administers rental assistance for individuals and families throughout Cass and Berrien Counties. The Housing Representative works directly with applicants, program participants, landlords, and community partners to determine eligibility, calculate rental assistance, process changes, maintain accurate records, and ensure compliance with HUD requirements. This is an excellent opportunity for someone who enjoys helping people, working with numbers and documentation, and applying detailed rules and regulations in a meaningful public-service environment.
What You'll Do:
Interview applicants and participants and verify information needed to determine eligibility and rental assistance. Calculate household income, tenant rent, Housing Assistance Payments (HAP), utility allowances, payment standards, and other program amounts. Process annual and interim reexaminations, family changes, moves, transfers, hardship requests, and terminations. Review electronic and third-party income and asset verification information and resolve discrepancies. Process lease-ups, Requests for Tenancy Approval (RFTAs), moves, portability, and other HCV transactions. Review proposed rents and assist with rent reasonableness determinations. Explain program requirements, rent calculations, and participant responsibilities clearly and professionally. Communicate with landlords and property managers regarding leases, rent changes, HAP payments, inspections, and program requirements. Maintain accurate and complete participant files and documentation. Apply HUD regulations, notices, guidance, and CCHRA policies consistently. Assist participants with housing resources and information about available affordable housing. Participate in audits, quality-control reviews, training, and professional development. Maintain confidentiality when handling sensitive personal and financial information. Perform other duties and special projects as assigned.
What We're Looking For:
Required Qualifications High school diploma or equivalent. 2+ years of experience in housing programs, case management, or similar roles required . HCV program experience is a plus. Strong mathematical and analytical skills. Ability to work accurately with financial information and detailed documentation. Proficiency with computers, email, Microsoft Word, and Microsoft Excel. Strong communication, organization, problem-solving, and customer service skills. Ability to manage multiple priorities and meet deadlines. Professionalism, sound judgment, integrity, and discretion. Ability to work effectively with people from diverse backgrounds. Valid driver's license and satisfactory driving record. Ability to use a personal vehicle for home visits and other off-site business as needed. Preferred Qualifications Experience with any of the following is a plus: HUD Housing Choice Voucher/Section 8 programs. Public or affordable housing. Property management or housing case management. Government or federally regulated programs. Income, rent, or subsidy calculations. HUD systems, EIV, PHA Web, or other housing management software. Interpreting HUD regulations, notices, or program guidance. HCV experience is preferred but not required. We are willing to train the right candidate who has strong analytical, organizational, customer service, and communication skills. You will be expected to manage deadlines, maintain detailed records, communicate effectively with participants and landlords, and stay current with changes to HUD requirements.
