This position performs advanced administrative and customer service support for the City's HR functions and Municipal Court, including organizing and maintaining both paper and electronic record-keeping systems. This position performs a variety of routine to difficult, confidential clerical duties to assist in the day‐to‐day operation of each department in accordance with prevailing laws, municipal policies, and procedures. This position is under the administrative and direct supervision of the Director of the Human Resources Department, with additional supervision by the Finance Director.
Essential Job Functions:
Human Resources Responsible for coordinating, auditing, and processing all bi-weekly and monthly payrolls using iSolved's timekeeping system before exporting to ADP's Workforce Now (ADP/WFN) system, and providing payroll reports as requested. Receive, enter, and maintain employee health-related benefits, payroll deductions/garnishments, tax withholdings, and direct deposit data into the applicable benefits systems, payroll systems, and personnel files in compliance with applicable legal requirements. Assists with recruitment and onboarding processes, annual enrollment, and various HR activities in accordance with state and federal regulations. Responds to questions and requests for information by email, telephone, or face-to-face promptly and courteously regarding any Human Resources inquiries while ensuring full compliance with the agency's confidentiality policies and procedures. Reconciles employee deductions to benefit provider invoices and requests payment through Accounts Payable. Prepares year-end accruals for PTO using iSolved. Provides support to the Human Resources Director with regard to employee training, personnel issues, and recruitment. Assumes other duties as assigned. Municipal Court Performs customer service functions in person, by telephone, and by mail to the general public, attorneys, other law enforcement agencies, and contractors to provide information/assistance regarding court procedures, fees, or other issues. Accepts and processes payments via cash, check, and credit card for court fines, fees, and bonds. Reconciles the cash drawer and prepares the deposit for money received. Maintains case documentation and updates the case management system, including adding case information, defendant information, case disposition, court orders, and notes of any interactions with relevant parties related to the case or court appearances. Maintains file system of various files/records for the department: prepares files, organizes documentation, and files documents in designated order, scans records into the computer, and shreds confidential or obsolete documents in compliance with guidelines governing record retention. Assist with preparations for and attend Garden City Municipal Court as needed. Participate in the Georgia Crime Information Center (GCIC) required training. Assumes other duties as assigned.
Education and Experience:
Associate's Degree with a minimum of 2 years' experience with payroll processing, employee benefits, or general HR functions, preferred; or any combination of education and experience that represents the ability to perform the job. Must have an advanced understanding of the Microsoft Office Suite, including Word, Excel, and Outlook, and the ability to learn proficiently in an HRIS system. Experience with ADP Workforce Now is highly preferred.
Special Qualifications:
Must possess a valid Georgia Driver's license.

Must be able to gather and analyze information skillfully. Ability to maintain City standards of conduct, which includes being respectful of others, possessing cultural awareness and sensitivity, being flexible, and demonstrating a dedication to the position as well as to the community. Ability to establish and maintain effective working relationships with supervisors, coworkers, and the public. Ability to demonstrate a good work ethic, including a willingness to perform job related tasks and to assist coworkers without unnecessary direction.
Physical Demands:
The work is light work, which includes exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:

Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

Work Environment:
This job is typically performed in a general office setting with acceptable lighting, temperature, and air conditions. Will require driving from one location to another on occasion.
