POSITION SUMMARY
Under the direct supervision of the Mayor, the City Clerk serves as the official custodian of municipal records and performs a wide range of administrative, clerical, legislative, and human resources functions in support of City operations. This position ensures compliance with applicable laws and regulations, promotes transparency, and supports the efficient administration of City meetings, elections, records management, and public services.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are illustrative and not exhaustive. The employee may be required to perform additional duties as assigned. Legislative & Administrative Support Prepares, compiles, and distributes meeting agendas, packets, and supporting documentation for Board of Trustees meetings and other official meetings. Maintains the integrity of the legislative process Attends meetings, workshops, and special sessions; records, transcribes, and maintains accurate official minutes. Processes and maintains records of ordinances, resolutions, contracts, and other legal documents. Ensures compliance with the New Mexico Open Meetings Act and public notice requirements. Coordinates publication and posting of legal notices and ordinances. Records Management Serves as custodian of all official City records, including books, papers, bonds, and archival documents. Develops, implements, and maintains records retention schedules in compliance with state regulations. Oversees document imaging, filing systems, and records accessibility. Responds to public records requests in accordance with the New Mexico Inspection of Public Records Act (IPRA). Elections Administration Conducts and coordinates municipal elections in compliance with applicable laws. Oversees election processes including equipment setup, personnel and volunteer training, and tabulation of results. Administers absentee ballot processes, including distribution, tracking, and filing. Serves as filing officer for candidate declarations, campaign finance reports, and related documentation. Acts as liaison with county and state election officials. Human Resources Support Assists in Prepares recruitment materials and interview packets for new hires. Assists Processes new hire documentation and maintains personnel files. • Assists the City with human resources matters and employee-related issues, serving as a point of contact for HR-related concerns and support. Public Information & Customer Service Provides information to the public regarding City operations, ordinances, and procedures. Serves as a primary point of contact for citizens, businesses, and external agencies. • Maintains transparency and accessibility of public records and City information through proactive web postings, recordings, and the archiving and storage of official documents and materials. Compliance & Legal Coordination Ensures City compliance with applicable local, state, and federal laws, policies, and procedures. Maintains custody of the official City seal and attests signatures of City officials. Coordinates with legal counsel regarding ordinances, resolutions, and compliance matters. Administrative Oversight & Coordination Maintains effective working relationships with the Mayor, City Commission/Board of Trustees, staff, and the public. • Maintains operational continuity and institutional knowledge during transitions of elected officials by ensuring consistent administrative processes, record retention, and communication practices. • Serves as the primary point of contact to ensure fair, equitable, and accessible communication and coordination between the public, staff, and the Board of Trustees. May supervise Clerk's Office staff and coordinate activities across departments (excluding police, unless directed). Assists in the development and implementation of policies and procedures related to Clerk functions. May assist with departmental budgeting and resource management. Serves as a City representative to public and quasi-public organizations in the absence of the Mayor, when designated.
MINIMUM QUALIFICATIONS
Education & Experience Associate's degree in Business Administration, Public Administration, Political Science, or related field required ; Bachelor's degree preferred . Minimum of 3-5 years of progressively responsible administrative or municipal government experience; equivalent combinations of education and experience may be considered. Prior experience in a City Clerk's office or similar role strongly preferred. Certifications Must obtain Certified Municipal Clerk (CMC) designation within1 year of appointment. Notary Public certification required or ability to obtain within six (6) months.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge Municipal government structure, operations, and procedures. Applicable federal, state, and local laws, including Open Meetings Act and IPRA. Election laws, voter registration processes, and records management principles. City Charter, ordinances, policies, and regulations. Skills Strong organizational, time management, and multitasking abilities. Excellent written and verbal communication skills. Proficiency in Microsoft Office and records management systems. High level of accuracy and attention to detail in document preparation. Abilities • Maintains operational continuity and institutional knowledge during transitions of elected officials by ensuring consistent administrative processes, record retention, and communication practices. Maintain confidentiality and exercise sound judgment and diplomacy, especially in sensitive or confrontational situations. Interpret and apply laws, regulations, and policies. Establish and maintain effective working relationships with elected officials, staff, agencies, and the public. Manage multiple priorities, meet deadlines, and adapt to changing work demands. Work independently and demonstrate initiative and resourcefulness. Train and supervise staff and election personnel/volunteers.
WORKING CONDITIONS & PHYSICAL DEMANDS
Work is primarily performed in an office environment with occasional evening meetings and periodic weekend work. Requires extended periods of sitting, computer use, and document handling. Regularly required to communicate verbally and in writing, read and interpret documents, and interact with the public. Ability to use hands for typing and handling documents; occasional reaching and lifting required. May occasionally lift and/or move items up to approximately 25 pounds. Work environment is typically quiet to moderate in noise level.
ADDITIONAL REQUIREMENTS
Valid driver's license may be required. Must pass a background check in accordance with City policy. Must adhere to City policies, including dress code standards.
