Job Description

JOB SUMMARY
The Utility Billing Clerk must perform a wide variety of duties in the processing and maintenance of the City's water and wastewater utility billing system. This position requires an individual who can multi-task and is able to function with multiple interruptions. This position requires working directly with the general public, contractors, and other City staff. The Municipal Court Clerk duties include a variety of detailed clerical, bookkeeping and administrative functions to ensure the efficient and accurate operations of the Municipal Court. Must have excellent customer service skills with the ability to handle multiple tasks; must be adaptable to perform under stress and when confronted with persons acting under stress.
Duties and Responsibilities:
Utility Billing Clerk 1. Issue, receive, type and process various applications, permits and other forms. 2. Perform a wide variety of general clerical work including typing, filing, billing, checking and recording information on records. 3. Prepare and process the opening and termination of customer water accounts. 4. Prepare billing information for residential and commercial customers; enter data into computer. 5. Prepare work orders for City employee field personnel. 6. Perform a variety of tasks related to utility billing, check and tabulate data, prepare summary reports; generate and mail bills in accordance with bulk mailing procedures. 7. Maintain customer files; issue delinquent notices, initiate work orders for connection, disconnection or transfer of City water service. 8. Collect and process payments from customers over the counter, mailed payments, and night-drop payments. 9. Answer inquiries and respond to customer complaints. 10. Maintain a variety of financial and statistical records to be used in the preparation of local, county and State reporting. 11. Process all forms of customer payments, prepare deposits and maintain Utility Accounts Receivable. 12. Calculate connection fees. 13. Assist the City Secretary, City Administrator, Director of Public Works, Public Works Department, City Marshal and/or Bookkeeper with special projects. 14. Performs other duties as may be required by the City Secretary and/or City Administrator. Municipal Court Clerk 15. Assists defendants and callers regarding court procedures, payments, citations, and warrants; responds to requests for public information within the scope of authority. 16. Maintains court records and charges filed in court cases, and the disposition of each charge. 17. Collects, posts, and balances fines and fees, and accurately reconciles daily cash transactions using court-specific computer software; reviews and verifies accounting records. 18. Assists in preparation and filing of Municipal Court paperwork related to defensive driving courses, deferred disposition and community service and explains the process and the court paperwork to defendants. 19. Utilizes computer software applications to enter, modify and retrieve a wide variety of court documents, reports, records, letters and other material. 20. Inputs a variety of court docket entries. 21. Handles complaints pertaining to the Court and dispenses information based on ordinances and departmental operations. 22. Reads and interprets applicable laws, ordinances, and regulations affecting court operations. 23. Coordinates court activities with Judge, defendants, City Marshal, Police Department and other levels of the criminal justice administrative systems. 24. Provides assistance to persons with disabilities in reaching less accessible areas of municipal court facilities. 25. Assists with Court proceedings as assigned. 26. Keeps records of Municipal Court proceedings, administers oaths, processes and generally performs the duties for the Municipal Court similar to the duties of a county court clerk.
Qualifications:
Knowledge, Skills, and Abilities Must possess outstanding customer service skills; must conduct proper public contact and telephone contact; must possess basic knowledge of modern office equipment; must have knowledge of basic accounting principles, clerical procedures and methods; must be able to quickly and accurately operate a calculator and perform and understand mathematical calculations; must have experience using Microsoft Office including Word and Excel and other software programs as required; must possess the skills to communicate in writing and orally; must have the ability to maintain working relationships and communicate with the public, City employees and City administration; must have the ability to work without supervision and have good organizational skills, particularly in records management. Experience and Education High School Diploma or equivalent with course work in typing and/or general office practices, two years clerical, paralegal, secretarial or administrative work; or any equivalent combination of education and experience. Bilingual is a plus as well as court clerk certification.
