Job Description

Ouray County is accepting resumes and letters of interest for the position of Administrative Specialist for Public Health. This position is Part Time, 24 hours/week.
Job Summary:
The part-time position will report directly to the Public Health Director and will be compensated at $26.57 per hour. As a part-time position, this position is not eligible for County-sponsored insurance and benefit plans. Ouray County offices are open Monday through Thursday allowing staff to enjoy regular three-day weekends which supports a healthy work-life balance. On rare occasions, weekends or after-hours duties may be needed for community events and would be substituted for the regular in-office hours.
Supervision Received:
Receives direct supervision from the Public Health Director.
Supervision Exercised:
This position has no supervisory responsibilities but will require frequent interaction with the public. Essential Job Functions Administrative
  • Perform administrative duties including assisting the public with general questions by phone and in the office, responding to voicemails and public health emails in a prompt and professional manner.
  • Responsible for administrative support in ensuring the accuracy of invoices and bills and month-to-date calculations, accounts payable and accounts receivable in coordination with the Public Health Director, Finance and Treasure's office as well as third-party vendors.
  • Responsible for the administrative support functions within the Public Health Department including the organization and maintenance of online filing and record keeping systems, implementing procedures for programs and patient information, maintaining general office systems and supplies. Public Health Programmatic Duties Include
  • Provides support for agency goals and objectives for grant and related programs working with the public, local organizations and businesses and other health related partners. Focus areas may include, but are not limited to, tobacco cessation, mental health initiatives, chronic disease prevention and education, vaccines, etc.
  • Responsible for administrative functions of scheduling and managing appointments for direct services and Public Health vaccine clinics and may include some community travel within the county.
  • Assist with financial management, written reports, letters, and other documents; supports and collaborates on community outreach events, coalitions, and external meetings as directed by the Public Health Director.
  • Assists with educational media campaigns for various public health topics.
  • Builds and maintains relationships with key community stakeholders including patients, providers, non-profits, school districts and other government entities.
  • Performs other related duties as needed and assigned.

QUALIFICATIONS
Education and Experience:
  • Bachelor's degree in Public Health, Health Promotion, Business, Public Administration, and/or a related field OR (2) years of experience in office management, community outreach, public health, the medical field or an equivalent field is preferred.
  • An equivalent combination of educational and work experience that produces the knowledge, skill, and ability to perform the essential duties/responsibilities of the position.
  • Experience working within the public sector, especially local government, is strongly preferred. Knowledge, Skills & Abilities
  • Must be organized and have the ability to manage multiple tasks and reprioritize workflow and assignments as work situations or needs change.
  • Knowledgeable and proficient in general office management including general financial support functions such as budgeting, A/P and A/R.
  • Possess strong office technology and computer skills; ability to learn and effectively and accurately use various software programs, including Google Office Suite, related to the tasks, duties, and responsibilities required of the position.
  • Possesses a high level of attention to detail and be able to work independently.
  • Strives to continuously build knowledge and skills in public health and working directly with individuals from diverse racial, ethnic, and socioeconomic backgrounds.
  • Ability to express ideas clearly and concisely, both verbally as well as in a variety of written formats, including live and virtual presentations.
  • Possess knowledge and experience working and living in a rural community.
  • Be a team player and have the ability to foster and cultivate positive, effective, and trustworthy professional relationships with all County employees and the public.
  • Possess strong reasoning and analytical skills; must be able to make rational decisions through sound logical and deductive reasoning processes to make sound judgments, decision making, and problem-solving.
  • Must be honest, truthful, positive, and trustworthy and have a high degree of personal integrity.
Required Licenses & Certifications:
  • Must have and maintain a valid Colorado Driver's License and satisfactory driving record.
Special Requirements:
  • As part of your duties as a county employee, you may be called upon to perform duties outside your day-to-day activities and normal work hours to support county emergency operations. All county employees are required to complete National Incident Management System (NIMS) training
  • Must be able to satisfactorily pass a comprehensive, pre-employment criminal background and motor vehicle check.
