Cass County Veteran's Service Office is hiring a full-time Administrative Assistant. This position is responsible for assisting the Veterans' Service Officer in planning, coordinating and administering veterans' service programs.
Essential Functions:
Assists the Veterans' Service Officer in providing aid and assistance to veterans, their spouses, widows and dependents entitled to County, State, VA or Federal aid or benefits. Performs duties as receptionist. Receives telephone calls and performs initial interview or service contact with clients, veterans organizations, other agencies and the public. Transfers calls to the Veterans' Service Officer or other county offices as necessary. Greets individuals who come to the department, ascertains their needs, directs them to the Veterans' Service Officer for interview and assistance and/or independently answer their questions regarding veterans' procedures, policies, laws and regulations. Gathers information and prepares state statue mandated burial cards and maintains card file of all deceased veterans buried in Cass County. Counsels veterans and eligible dependents on services available and information or documents needed for application of benefits. Accurately prepares correspondence, letters, memos, reports, benefit application forms and other departmental documents. Date stamps, logs and distributes incoming mail. Performs metering of outgoing mail. Performs records management duties including but not limited to, creates file folders for each new client as part of the veterans records system, maintains the office document file system, and files all correspondence and records, maintains a listing of all retired records and purges records in accordance with departmental policy. Complies daily visitor and telephone call log information. Complies data and prepares quarterly reports for submission to the Veterans Service Committee members. Records minutes of the quarterly Veterans' Service Committee meetings, prepares and distributes typed minutes. Maintains office publications. Posts changes to VA, Code of Federal and United States Code rules and regulations. Orders VA, State and other agencies pamphlets and forms. Prepares and submits expenditure and payroll claim forms. Monitors budget expenditures. Coordinates County Government Day activities with the American Legion County Commander, High School and County Officials. Records attendance. Prepares Oath of Office and Certificates of Office for each student. Operates standard office equipment in the performance of job duties, i.e. fax machine, copier, personal computer, calculator, ten key, typewriter, microfilm machine, check protector. Operates a motor vehicle on occasion in the performance of job duties. Performs routine maintenance and cleaning of office equipment and facilities as needed. Establishes and maintains effective working relationships with the general public, governmental officials, supervisors and co-workers. Maintain a clean and organized reception and common area. Performs related duties as directed or as the situation dictates.
Experience and Education Requirements:
Knowledge of routine office procedures and standard clerical techniques. Knowledge of and/or the ability to learn the principles of record keeping and bookkeeping. Knowledge of and ability to utilize computers and software applications in the performance of job duties. Knowledge of and ability to utilize the English language, proper grammar, vocabulary, spelling and punctuation. Ability to learn the application of state and federal laws and regulations that govern the activities of the department. Ability to gather and analyze technical information and to spot discrepancies in the preparation of application forms and other documents. Ability to type accurately using a typewriter or keyboard. Ability to maintain the appropriate confidentiality of departmental communications, documents and transactions. Ability to accurately perform mathematical calculations in the performance of job duties. Ability to apply departmental policies and procedures in the performance of job duties. Ability to maintain of a complex file system of records, reports and other official documents. Ability to accurately prepare and maintain various application forms, records, reports, correspondence and other departmental documents. Ability to deal with the general public and program participants in a courteous and tactful manner. Ability to apply proper telephone etiquette. Ability to perform job duties efficiently while managing frequent interruptions. Ability to operate standard office equipment. Ability to operate a motor vehicle safely and in compliance with traffic laws and regulations. Ability to communicate effectively in English, both verbally and in writing. Ability to understand and follow both oral and written instructions. Ability to establish and maintain effective working relationships with the general public, program participants, governmental officials, supervisors and co-workers. Must have high school diploma or GED equivalent. Must possess a valid driver's license at the time of hire and maintain it during the course of employment. Must be able to pass all pre-employment testing. Cass County is an EOE, subject to Veterans Preference.
