Job Description

Overview The Anacortes Housing Authority is seeking a detail-oriented, compassionate, and dependable Occupancy Coordinator to manage tenant services, eligibility determinations, and program compliance. In this role, you will be instrumental in helping individuals and families access and maintain housing assistance. You will be the primary point of contact for tenants, handling everything from initial briefings and rent calculations to unit inspections and record keeping. The ideal candidate possesses strong interpersonal skills, a thorough understanding of tenant-landlord regulations, and a commitment to serving diverse populations while maintaining strict confidentiality.
Key Responsibilities Tenant Services & Communication:
Provide confidential, responsive customer service via phone, email, and in-person interactions. Address tenant concerns, resolve complaints regarding billing or property issues, and maintain positive relationships with residents.
Recertifications & Rent Calculations:
Coordinate briefing sessions for lease-ups and annual reviews. Accurately calculate rents for Annual Recertifications (AR), Interim Recertifications (IR), Rent Changes (RC), and Utility Allowance (UA) adjustments.
Lease Administration & Compliance:
Ensure full adherence to AHA policies alongside federal, state, and local regulatory guidelines (including HUD, WSHFC, and equity investor standards). Issue lease violations, 10-day compliance notices, and eviction notices when required, following up with appropriate administrative actions.
Unit Inspections:
Schedule and perform move-in, move-out, and routine Housing Quality Standard (HQS) inspections. Document unit conditions, generate inspection reports, and coordinate necessary repairs with the Maintenance Department.
Financial & File Management:
Maintain orderly, audit-ready tenant files covering all communications, contracts, leases, addendums, and certification records. Post tenant payments in Tenant Accounts Receivable (TAR) and balance accounts at month-end.
Reporting & Collaboration:
Prepare and submit accurate hard-copy and electronic reports to governing entities (AHA, HUD, WSHFC, etc.). Communicate regularly with the Operations Manager and team members, and assist with special projects as needed.
Required Qualifications Education & Experience:
High school diploma or equivalent, plus at least 5 years of experience in an office or administrative setting.
Calculations Certification:
Ability to successfully complete a certified rent calculation course within two years of employment.
Driver's License:
Valid Washington State driver's license and a clean driving record to operate AHA fleet vehicles.
Technical Proficiency:
Computer literacy with strong working knowledge of Microsoft Office, Windows operating systems, and electronic file management (with a willingness to pursue additional computer training).
Core Competencies:
Demonstrated ability to maintain strict confidentiality regarding tenant/applicant data. Exceptional oral and written communication skills; strong problem-solving and interpersonal capabilities. Proven ability to organize files, prioritize multi-step tasks, and meet strict deadlines. Ability to understand, interpret, and apply federal and state housing regulations regarding tenant and landlord rights.
Physical Requirements:
Ability to sit for extended periods, as well as stoop, bend, and climb step stools to perform housing unit inspections.
Background Screening:
Must pass a credit check and criminal background check. Drug testing and a physical examination may also be required. Confidentiality Requirements This position develops, maintains, and is responsible for safeguarding sensitive and proprietary hardcopy and electronic files containing personally identifiable information. The incumbent must maintain strict confidentiality regarding all applicant and tenant materials in accordance with the Anacortes Housing Authority Personnel Manual.
