Ohio Certified Public Works Professional or equivalent APWA certification Ohio Department of Agriculture Pesticide/Herbicide Applicator License Ohio Certified Playground Safety Inspector (CPSI) Position Summary Under ORC 124 and applicable Village ordinances, the Streets and Parks Director plans, directs, and supervises all operations, maintenance, and personnel of the Village of Grafton's Streets and Parks Department. The Director is responsible for the safe, efficient, and compliant maintenance of Village streets, rights-of-way, storm drainage, parks, and public grounds, and for ensuring continuous compliance with applicable federal, state, and local laws and safety standards. The Village of Grafton prefers candidates with demonstrated supervisory experience in public works, streets, or parks maintenance, and the ability to manage budgets, personnel, and capital projects effectively. This position is classified as public employment under ORC 124 and is subject to all Ohio public-sector labor, safety, and employment regulations. Essential Duties & Responsibilities Department Leadership & Administration Plan, direct, and supervise the daily operations of the Streets and Parks Department Hire, train, schedule, and evaluate department personnel Prepare and administer the department's annual budget Develop and enforce departmental policies, procedures, and safety protocols Prepare reports for the Village Administrator and Village Council as requested Streets & Roadway Maintenance Oversee pavement repair, patching, and resurfacing programs Manage storm sewer, culvert, and ditch maintenance Coordinate street sign installation and maintenance Oversee right-of-way mowing, tree trimming, weeding, flowers and brush removal Coordinate with utility contractors on street cuts and restoration Snow & Ice Removal Operations Develop and implement the Village's snow and ice control plan Schedule and supervise plowing, salting, and de-icing operations Maintain snow removal equipment readiness and operator schedules Serve as on-call coordinator during winter weather events Parks & Grounds Maintenance Oversee mowing, landscaping, and turf management for all Village parks Maintain playground equipment and conduct safety inspections Oversee athletic field preparation and maintenance Coordinate seasonal setup for Village events and park facilities Maintain park restrooms, shelters, and other park structures Fleet & Equipment Management Oversee maintenance and repair of department vehicles and equipment Maintain equipment inventory and coordinate replacement planning Ensure compliance with vehicle inspection and safety requirements Regulatory & Safety Compliance Follow

safety standards Ensure compliance with applicable Ohio EPA and stormwater (NPDES/MS4) requirements Participate in required training and continuing education Maintain safety data sheets (SDS) and required compliance documentation Respond to public inquiries and complaints regarding streets and parks Ensure Splash Pad maintenance in North Park Ensure coordination with Water Distribution Operator on exercising valves and testing water Supervise maintenance and reporting on water mains Supervise utility locates Minimum Qualifications High school diploma or GED Minimum of five (5) years of experience in public works, streets, or parks maintenance, including at least two (2) years in a supervisory role Valid Ohio driver's license Ability to lift 50+ lbs and operate heavy equipment Ability to work outdoors in all weather conditions Preferred Qualifications Associate's or Bachelor's degree in public administration, parks and recreation management, horticulture, or a related field Certification through APWA, Ohio T2/Roads Scholar Program, or equivalent Experience with municipal budgeting and capital improvement planning Experience with GIS, asset management, or work order software Pesticide/herbicide applicator license Working Conditions Indoor/outdoor work in all weather conditions Exposure to heavy equipment, chemicals, and roadway traffic On-call rotation and emergency response required, including snow and storm events Evening or weekend work required for Village events, storms, or emergencies Overtime may be required consistent with ORC 124 and FLSA Disclaimer This job description complies with ORC 124 and
