Description The purpose of this position is to direct the operations of the Parks and Recreation department by managing all Parks and Recreation related services. This role includes both hands on and administrative functions. Responsible for providing pool programs and special events, including summer camps, adult and youth recreational sports, and family-oriented community wide special events. Interpret and explain parks and recreation programs to the general public. Responsible for managing and maintaining park improvement projects and long-term park and facility planning. Responsible for maintaining supply inventory, lifeguard staff uniforms and ordering of the same. Performs the recruitment and selection of volunteers, instructors, aquatics personnel and aquatic aides. Manages supplies and resources by allocating use for personnel; purchasing uniforms, chemicals, materials, equipment, and supplies; and manages all related contracts. Manages and monitors work performance of a department of seasonal personnel including evaluating program/work objectives and effectiveness, realigning work and staffing assignments for the department. Coordinates the rentals of all park facilities. Provide maintenance to all park facilities. Manage and oversee contracts associated with the operations of pools and park maintenance. Maintain daily pool operations by coordinating and overseeing personnel, aquatic programming and pool facility maintenance ensuring public and facility safety. Reviews, maintains, and updates departmental website monthly. Performs other duties as assigned.

Benefits PTO:

Vacation accrues based on years of service and is awarded annually on the employee's anniversary date: 0-6 months: none; 6-12 months: 1 week; 1-5 years: 2 weeks; 5-10 years: 3 weeks; 10+ years: 4 weeks.

Sick Time:

2 weeks annually, with 5 days available upon hire.

Holidays:

11 paid holidays, including New Year's Day, MLK Day, Good Friday, Memorial Day, Juneteenth, Independence Day, Labor Day, Thanksgiving (Thursday & Friday), Christmas Eve, and Christmas Day.

Longevity Bonus:

$100 per year of service, paid annually.

Qualifications:

High level of customer service with a pro-active approach through the use of tact and diplomacy as a steward of the city. Communicate effectively, orally and in writing, including making public presentations to the City Council and various boards/commissions. Provide input into the annual budget process and manage assigned department budget. Provide reports as required to City Manager and City Council. Ability to communicate effectively orally and in writing; to establish and maintain effective working relationships with subordinates, peers and supervisors; to exercise sound judgment in evaluating situations and in making decisions; and to follow verbal and written instructions. Knowledge of applicable federal, state, and municipal laws and procedures. Able to provide information and organize material in compliance with laws, regulations, and policies; meets the public, understands citizens questions and provides applicable information. Responsible for all prescribed safety rules and regulations. Maintains the absolute confidentiality of all records and information while still complying with the Texas Public Information Act. Reports to work free from effects of drugs/controlled substances and/or alcohol, and free from the impairment due to prescription drugs. Is punctual and maintains regular attendance. The City reserves the right to require an employee in this position to work overtime including during emergency situations (defined as any natural or man-made disaster that may or may not necessitate the relocation of City personnel or citizens). In the event of an emergency and/or a required evacuation, the incumbent may be required to remain at work to provide needed services or perform essential duties for the benefit of the general public including services or duties different from those performed in the normal course and scope of the position. Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively. This position requires working in an office environment as well as in a field environment where safety rules related to chemical, electrical and extreme temperatures need to be adhered to. Position is required to be exposed to chemical controllers, pump motors, pump filters, heaters and associated chemicals and equipment for pool and park maintenance. Responsible for following all prescribed safety rules and regulations; and utilizing and wearing appropriate personal protective equipment. Position will be exposed to extreme weather and is required to wear protective clothing. Must hold or be able to obtain once employed: CPR/AED and Red Cross Instructor, National Incident Command System (NIMS) ISO 100 and 700, NRPA Certified Park Safety Inspector, NSPF CPO Certified Pool Operator. Proficiency in Microsoft Office. Bachelor's degree required. Must hold a valid Texas State Driver's License. Operation of a City Vehicle is required.
