Positions in this class supervise the operations of specialized, mobile street reconstruction and repair, and related equipment; and direct other personnel in the preparation and application of asphalt and/or line striping to the required surfaces. Work includes ensuring adequate drainage of the finished site, proper blending of old and new asphalt, and that measurements conform to work orders and plans. Maintaining time, material, labor and equipment records is a significant aspect of the work. Work is performed under the direction of a technical superior. Ashanay Graham City of Philadelphia

ELIGIBLE LIST DEPARTMENTAL-ONLY PROMOTIONAL
Only a departmental promotional eligible list for the Streets Department will be established as a result of this examination. Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.
PREFERENCE FOR PHILADELPHIA RESIDENTS
Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other people receiving an identical test score. To receive such preference, candidates must respond to the question regarding residence later in this form. The response on this application will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements. If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration. This examination will be scheduled for the week of October 5 , 2026 . Please note that this examination date is subject to change. Candidates will need access to a desktop computer or laptop with a webcam and internet access to take the written examination. Candidates will need to be able to operate computerized software proficiently and independently. If you do not have access to a desktop computer or laptop with a webcam and internet access, or cannot operate computerized software proficiently and independently, please contact Ashanay Graham at Ashanay.

Test Review:
In accordance with Civil Service Regulation 9.091B, candidates will have 30 days after the results have been mailed to review their test and to file appeals to the key answers. Call 215-686-0880 if you wish to schedule a Test Review. Level of Education Required High School/GED Minimum Acceptable Training and Experience The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.
ANTICIPATED ELIGIBILITY
Candidates who meet all eligibility requirements within 6 months of the application deadline (March 13, 2027) will be admitted to this examination. Successful candidates will be placed on the eligible list but may not be hired or promoted until all requirements have been satisfied 1.
CIVIL SERVICE STATUS
Presently employed by the City of Philadelphia with permanent Civil Service status in the Streets Department , with a performance rating of Satisfactory or higher.
AND 2. EDUCATION
: Education equivalent to the completion of the twelfth school grade.
AND 3. GENERAL EXPERIENCE
: Three years of experience as a member of a crew engaged in the maintenance, repair, resurfacing, and/or line striping of the City's streets and highways.
AND 4. SPECIFIC EXPERIENCE
: Option 1: Two years of experience above the laborer level, as a member of a crew performing major asphalt resurfacing repairs and/or line striping to the City's streets and highways. Classes that typically meet the requirements (if assigned to the Highways Division
  • Central Maintenance Unit of the Streets Department) include: Asphalt Raker (7A33) Equipment Operator 2 (7C12) Heavy Equipment Operator 1 (7C13) Heavy Equipment Operator 2 (7C14) Semi-Skilled Laborer (7A03) OR Option 2: Two years of experience supervising a crew of semi-skilled and unskilled employees, engaged in repairing or applying line striping to streets and highways in an assigned City district.
Classes that typically meet the requirements (if assigned to the Highways Division
  • Central Maintenance Unit of the Streets Department) include: Street Repair Crew Chief 1 (Highway Maintenance) (7A40) Street Crew Chief 2 (Highway Maintenance) (7A41) Or any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid Class B
  • Commercial Driver's License (CDL) issued by the Commonwealth of Pennsylvania prior to the scheduled examination as an Asphalt Maintenance Crew Chief. Possession of a valid Class A
  • Commercial Driver's License (CDL) issued by the Commonwealth of Pennsylvania within six (6) months of appointment and during tenure of employment as an Asphalt Maintenance Crew Chief if required by work assignment Please attach a valid Class B Commercial Driver's License (CDL) issued by the Commonwealth of Pennsylvania for review.
TRANSCRIPT, LICENSES, REGISTRATIONS AND CERTIFICATION REQUIREMENTS
Candidates MUST submit a copy of their official college or university transcript(s) indicating completion of the educational requirement and all required licenses, registrations or certifications at the time of application. Transcripts MUST indicate conference of the appropriate degree. Candidates with a degree from foreign colleges or universities must submit proof of degree as certified by a professional evaluation service.
