MECHANIC-LABORER/OPERATOR
Position Purpose:
To provide the Department of Public Works (DPW) with the necessary skills, equipment operating capability, mechanical aptitude, and physical ability to carry out their responsibilities of the DPW and to provide vehicle and equipment maintenance and general assistance to all other municipal departments.
Nature and Scope:
This position reports directly to the Public Works Foreman or the Director of Public Works. A. Laborer/Operator The Department of Public Works is responsible for the operation and maintenance functions required for streets, sewerage system, Village buildings and grounds, street lighting and mechanical equipment. To assist in the performance of these functions, the incumbents in this position operate all equipment interchangeably and as required under the general direction of the Director of Public Works and Public Works Foreman. This position provides a wide variety of services consisting of: street maintenance involving grading, ditching, blacktopping and patching of roads, shoulder maintenance, snow and ice control and lighting replacement whenever time or conditions necessitate action. Sewerage system trouble shooting, correction and operating maintenance are accountabilities and may call for the exercise of independent initiative and judgement. Storm water management maintenance consisting of drainage, grading, and flood control. Grounds maintenance and public forestry including weed control, tree planting, tree pruning, tree removal, and general landscaping activities. Ordinary maintenance of buildings and associated building equipment connected therewith fall within the incumbent's assigned tasks and skill requirements. In addition, from time to time, the incumbent may be assigned such additional duties as are necessary for uninterrupted service related to the health, safety, and welfare of the Village of Hales Corners. B. Maintenance Mechanic Provide maintenance/repair assistance to all municipal departments. To diagnose and make recommendations on work performed by outside vendors. Perform preventative equipment maintenance such as lubrication and oil changes as prescribed by accepted maintenance practices. Maintain vehicle use and repair records for municipal vehicles. To order parts and supplies and maintain inventory records. Maintain garage area in a neat, clean and organized manner. Provide emergency repairs, as needed, and within the capabilities of the garage. Mechanical service and repair extends, when practical and as assigned, to operating components of Village buildings and facilities.
Knowledge, Skills and Abilities Required:
Must have the ability to operate equipment, including but not limited to single axle dump truck, front end loader, tractor, paving roller, skid steer loader, zero-turn mower, mini-excavator, forestry maintenance equipment, hand tools, and power tools. Knowledge of the operating principles of motorized vehicular systems as found in both automotive and construction classes of gasoline and diesel powered equipment. The ability to successfully troubleshoot equipment malfunctions and provide reliable, efficient repair. In addition, the ability to evaluate which repairs can be done in-house and which require outsourcing. Has knowledge to keep proper records on equipment maintenance requirements and schedules. Must satisfy the physical fitness requirements of this position. Must apply labor skills or semi skills to a majority of the functions included under . Must possess individual initiative, mental alertness, judgement and safe practice traits in significant number of work assignments, not always lending them to direct supervision. Reliable acceptance of on-call duty involving operational contingencies or emergencies. A vocational type education background and/or experience imparting the equivalent are essential to effective performance and basic ability to cope with the wide diversity of skills and disciplines encountered in this job activity. This need is augmented by virtue of the modest staff, as related to the scope of activity.
Principal Duties:
A•_ . Laborer/Operator•_ 1. Develop knowledge of and capability for, efficient operation of all public works equipment. 2. Develop knowledge of and capability for, operation, trouble shooting and operating maintenance of Village buildings and systems. 3. Develop knowledge of and capability for Village lands and natural property care. 4. Reliable response to critical or emergency needs. 5. Execution of all accountabilities in a timely, public spirited manner. 6. The incumbent on occasion, as directed by the Foreman, supervises and trains (on the job) seasonal help in the use of various pieces of equipment or tasks required. B•_ . Maintenance Mechanic•_ 1. Develop knowledge of and capability for, handling the operation and maintenance of all municipal vehicles and equipment. 2. Develop knowledge of and capability for handling the maintenance of Department of Public Works equipment and operating attachments. 3. Develop knowledge of and capability for assisting in Department of Public Works operations. 4. Develop knowledge of and capability for handling assigned building utility and facility problems. 5. Reliability accepts on-call duty involving operation contingencies or emergencies. 6. Execution of all accountabilities in a timely, public spirited manner.
