Job Description

POSITION SUMMARY
ICAP is a private, non-profit agency mobilizing private and public sector resources to help low and moderate income people improve their living conditions. The Housing Choice Voucher Inspector works in a dual role with Housing Choice Voucher Coordinator and Weatherization. The Housing Choice Voucher (HCV) Inspector is responsible for conducting inspections of rental properties participating in the HUD Section 8 Housing Choice Voucher Program. The inspector ensures that housing units NSPIRE requirements established by the U.S. Department of Housing and Urban Development (HUD). The position works closely with landlords, tenants, and housing staff to ensure safe, decent, and sanitary housing for program participants.
REQUIREMENTS
High School diploma or GED plus 2 years related experience Experience in construction, maintenance, inspections, code enforcement, or property management. Knowledge of HUD or NSPIRE standards Must successfully complete and become certified in Housing Choice Voucher training, Housing Quality Standards and Family Self Sufficiency Training within one year of employment Ability to work independently and manage multiple inspection schedules. Consent to and successful review of Limited Criminal History review Must possess a valid driver's license and consent to and successful review of Bureau of Motor Vehicles license review Must have reliable transportation and vehicle liability insurance
MAJOR DUTIES/FUNCTIONS/RESPONSIBILITIES
Conduct initial, annual, special, complaint-based, and re-inspections of residential properties participating in the Housing Choice Voucher Program. Evaluate units for compliance with HUD and NSPIRE inspection requirements. Identify health, safety, structural, electrical, plumbing, and sanitation deficiencies. Prepare detailed inspection reports and maintain accurate documentation of findings. Schedule inspections and communicate results to landlords, property managers, and tenants. Monitor corrective actions and conduct follow-up inspections to verify completed repairs. Maintain inspection records, databases, and reports in accordance with HUD and agency requirements. Provide excellent customer service and technical guidance regarding housing quality standards and compliance requirements. Assist in resolving housing-related concerns between program participants and property owners. Perform other duties as assigned to support program operations.

PHYSICAL REQUIREMENTS OF POSITION
Able to work in varying weather conditions indoor and outdoor. Climb stairs and occasionally ladders. Bend, stoop, kneel, crouch, and crawl to inspect building components. Reach overhead and inspect ceilings, attics, and other elevated areas. Operate inspection equipment such as cameras, tablets, measuring devices, and flashlights. Lift and carry inspection tools and equipment, often up to 20-50 pounds.
