General Purpose of Position Code Enforcement Officers perform a variety of office and fieldwork related to inspection and investigations to ensure compliance with City and State codes and regulations; and provide information on City regulations to homeowners, business and community groups to enhance and preserve the quality of neighborhoods and businesses. Major Duties and Responsibilities Duties may include, but are not limited to, the following:
Conducts field investigations and property inspections to uncover violations of nuisance, zoning, junk and debris, abandoned/inoperative vehicles, housing and related ordinances.
Issues infraction/misdemeanor citations for violations of City and State Codes relating to nuisance, zoning, junk and debris, housing deficiencies, and abandoned/inoperative vehicles.
Performs investigations for possible violations; photographs evidence; contacts responsible persons, landlords or tenants and performs follow-up investigations to ensure that remedial action has been taken; develops and maintains accurate case files.
Presents a variety of information and statistics in the form of written, graphic, or oral reports for use by elected and appointed officials, special committees, or community organizations involved in code enforcement matters.
Confers and coordinates with other public and private agencies and City departments on the investigation of violations across agency boundaries.
Responds to public inquiries and public nuisance abatement complaints and answers questions related to City code enforcement activities by researching, interpreting and explaining policies and regulations; analyzes, recommends and communicates appropriate solutions to problems; addresses customer complaints and schedules site visits
Deals effectively, courteously and productively with angry and upset customers.
Works closely with homeowners, landlords, tenants, businesses and community groups to grow strong neighborhoods through public relations, education and code enforcement activities.
Coordinates inspections and dispositions of cases with various City departments.
Maintains integrity of work by taking responsibility and accountability for completion of work, customer interactions, and by maintaining punctuality and attendance at work.
Acts as a representative of the City by representing the City in community and official meetings with other City departments, organizations and professional groups on code enforcement matters.
May perform other work as assigned. Facilities and Emergency Management
Assist with the maintenance and upkeep of all City -owned buildings and facilities.
Assist with repairs, maintenance and renovation projects for City facilities to ensure safety, functionality, and regulatory compliance.
Community Development & Planning Responsibilities Assist the City Code Enforcement Official; enforce all applicable city ordinances. Review building plans and approve all building permits. Perform required building inspections and maintain accurate inspection records. Maintain working knowledge of city building ordinances and applicable ICC codes. Compliance, & Certification Maintain all required certifications for code enforcement, building inspection, floodplain administration, and wastewater treatment duties. GIS, Economic Development & Public Engagement Assist the Community Development Manager with economic development initiatives and activities. Review and respond to inquiries and concerns from residents. Provide guidance and resources to developers, businesses, and residents throughout the development and redevelopment process. Perform all duties as required by state statutes and local ordinances Accounts for and assures proper use of city property Performs other duties as directed Education and Experience High School Diploma or equivalency required. Licenses and Certifications The person in this position must have a valid Missouri Driver's License. Knowledge
Working knowledge of basic electrical, wastewater collection systems (lift stations), and maintenance Principles of public works project management and operational planning
Budget development, management, and implementation principles Financial policies and procedures related to procurement, bidding and purchasing
Principles of performance review and application of effective review techniques
Supervisory and personnel management techniques
Applicable city ordinances, state statutes and federal laws regarding municipal operations Fundamental labor law principles and their practical application Standard office procedures, record management, and filing systems Proper use of English grammar and effective written and verbal communication skills
Computer operations and applications, including word processing and spreadsheets
Federal and state statues relevant to departmental functions and responsibilities
Mathematical skills, including addition, subtraction, division, and multiplication

Demonstrates strong organizational, time-management, and prioritization skills Operates standard office equipment, including multi-line telephone systems, photocopiers, and other administrative tools
Accurate typing and data entry using a personal computer
Use a multi-line telephone system to answer and transfer calls
Prepares, proofreads, and presents clear, accurate, and effective written and oral materials related to departmental activities Maintains confidentiality and exercises sound professional judgment
Utilizes office software applications, including word processing and spreadsheet programs

Pay:
$23.00 - $25.00 per hour
