Job Description

General Definition of Work Performs intermediate skilled trades work inspecting single family and commercial public housing rehabilitation projects, processing change orders, closing out projects, resolving issues and complaints, providing technical assistance to contractors, preparing proposals and contract documents, and related work as apparent or assigned. Work is performed under the limited supervision of the Capital Projects Administrator. Qualification Requirements To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Essential Functions Performs site inspections of various construction and rehabilitation projects for compliance with contract requirements; prepares inspections reports. Reviews and approves drawings, materials, and specifications from architects on capital redevelopment projects; coordinates with the designer of record to resolve design issues or problems effecting construction or time. Coordinates with construction contractors to resolve building issues; coordinates with residents to assure their needs are met and keep them informed of progress. Reviews and processes invoices with the construction contractor for payment; prepares cost estimates, specifications, and work write ups for rehabilitation and special projects. Oversees negotiation for change orders needed on residential and commercial structures to ensure most feasible and cost effective changes are satisfactorily carried out. Monitors residential and commercial construction for conformity with local, State and Federal codes and regulations. Prepares reports and other types of correspondence; reviews engineering and architect field reports; prepares and maintains files and records. Provides project status updates to supervisor as needed. Knowledge, Skills and Abilities Thorough knowledge of all types of building construction materials and methods; general knowledge of local, State, and Federal codes governing housing construction and rehabilitation; general knowledge of the HUD Community Development Program; general knowledge of Federal property rehabilitation standards and the regulations governing subcontracts and bidding procedures; ability to detect poor workmanship, inferior materials, and hazards of fire and collapse; ability to read and interpret plans, specifications, and blueprints accurately and to compare them with construction; ability to communicate and present ideas clearly and effectively both orally and in writing; ability to establish and maintain effective working relationships with City inspectors, engineers, architects, other inspectors, and the general public. Education and Experience High school diploma or GED and moderate experience in all phases of residential and commercial rehabilitation and construction work, or equivalent combination of education and experience. Physical Requirements This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires standing, stooping, kneeling, crouching or crawling, reaching with hands and arms and repetitive motions and occasionally requires walking, climbing or balancing and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to wet, humid conditions (non-weather) and exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock, exposure to vibration and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic). Special Requirements EPA Lead Based Paint, Siding, Flooring, and Window Installer certifications. Valid driver's license in the Commonwealth of Virginia.
