Job Description

Position Summary Flow Master Construction is seeking an initiative-taking, meticulous, and analytical Estimator to lead the preparation of accurate and competitive cost estimates for all company construction operations. This position is responsible for developing project budgets, evaluating bidding opportunities, coordinating subcontractor and vendor pricing, assessing project risks, and supporting the successful acquisition of profitable construction projects. The Estimator will prepare estimates for site development, excavation, grading, underground utilities, storm water systems, concrete, roadway improvements, municipal infrastructure, commercial construction, and heavy civil construction projects. This role serves as a critical link between business development, operations, project management, and executive leadership by ensuring projects are rigorously evaluated, accurately priced, and effectively transitioned into production. The ideal candidate possesses strong construction knowledge, excellent analytical abilities, and a thorough understanding of construction means and methods, labor productivity, equipment utilization, project scheduling, and job costing principles. Key Responsibilities Estimating & Preconstruction Review project plans, specifications, contracts, bid packages, geotechnical reports, and related construction documents. Perform detailed quantity takeoffs for earthwork, grading, excavation, utilities, storm water, concrete, roadway, paving, and site development projects. Develop complete project estimates including labor, materials, equipment, trucking, subcontractors, permits, bonding, insurance, and project-specific costs. Analyze project risks, constraints, and constructability concerns during the estimating process. Evaluate alternative construction methods and value engineering opportunities. Develop conceptual budgets, preliminary estimates, and budgeting exercises when required. Ensure estimates align with company profitability goals and operational capabilities. Prepare bid summaries and recommendations for management review. Bid Management Manage bid schedules and proposal deadlines. Coordinate bid package preparation and final bid submissions. Attend pre-bid conferences, project walkthroughs, and site visits. Maintain bid logs and opportunity tracking systems. Monitor project opportunities from public agencies, municipalities, developers, engineers, architects, and private clients. Assist management in determining project pursuit strategies and bid/no-bid decisions. Support backlog growth by identifying profitable project opportunities. Vendor & Subcontractor Management Solicit quotations from vendors, suppliers, subcontractors, and specialty contractors. Evaluate subcontractor proposals for scope completeness and compliance with project requirements. Develop and maintain strong working relationships with suppliers and subcontractors. Maintain current pricing information for labor, materials, equipment, fuel, trucking, and subcontracted services. Assist in negotiating pricing and procurement strategies when appropriate. Cost Analysis & Continuous Improvement Maintain historical cost databases, production rates, and estimating templates. Analyze completed project costs to improve future estimate accuracy. Monitor labor productivity, equipment utilization, and production performance. Track market trends affecting labor, material, equipment, fuel, and subcontractor pricing. Recommend improvements to estimating procedures, systems, and cost tracking methods. Support the development of company estimating standards and best practices. Business Development Support Participate in sales funnel reviews and opportunity planning meetings. Assist leadership in evaluating project opportunities and market sectors. Support client relationship development through preconstruction services and budgeting assistance. Participate in client meetings, networking events, and project planning discussions as requested. Provide budgeting support for strategic growth initiatives. Project Handoff & Operational Support Conduct project turnover meetings following contract award. Transfer estimate assumptions, budgets, risks, schedules, subcontractor information, and pricing details to Project Managers and Operations personnel. Assist Project Managers with budget clarifications, change order pricing, and project cost analysis. Support Operations in identifying opportunities to improve productivity and profitability. Participate in post-project reviews to improve estimating accuracy and project execution. Documentation & Reporting Maintain accurate estimating files, bid records, and project documentation. Prepare estimating reports and management summaries. Maintain current subcontractor, supplier, and pricing databases. Ensure all project information is properly archived for future reference and analysis. Generate reports supporting company sales, backlog, and estimating activities. Supervisory Responsibilities This position does not have direct supervisory responsibility. May provide guidance and technical support to Project Engineers, Project Coordinators, Administrative Staff, or Junior Estimators. Assists management with estimating process improvements and implementation of best practices. Required Qualifications High School Diploma, GED, or equivalent. Minimum five (5) years of estimating experience in heavy civil, site development, utility, excavation, grading, commercial, municipal, or related construction industries. Strong understanding of construction means and methods. Ability to read and interpret civil plans, specifications, contracts, and bid documents. Strong understanding of labor productivity, equipment costs, material pricing, and construction operations. Proficiency in Microsoft Excel and estimating software. Excellent mathematical, analytical, organizational, and critical thinking skills. Ability to manage multiple projects and deadlines simultaneously. Strong communication and people skills. Valid Driver's License with an acceptable driving record. Preferred Qualifications Associate degree or bachelor's degree in construction management, Civil Engineering, Engineering Technology, Business Management, or related field. Seven (7) or more years of estimating experience. Experience with municipal, DOT, utility, infrastructure, commercial, and private development projects. Experience using Bluebeam, HCSS HeavyBid, B2W, Agtek, PlanSwift, Procore, or similar software. Knowledge of project scheduling and critical path management. Experience with design-build, negotiated work, and value engineering. Understanding of bonding requirements and public procurement processes. Familiarity with QuickBooks Enterprise, job costing systems, and construction ERP platforms. Active participation in process improvement and estimating system development. Physical Requirements Ability to sit, stand, and work at a computer for extended periods. Frequent use of computers, estimating software, and digital plan review systems. Ability to review large plan sets, specifications, and construction documents. Ability to lift and carry plans, documents, and office materials up to 25 pounds. Ability to travel to project sites, pre-bid meetings, client meetings, and industry events. Ability to safely walk active construction sites and navigate uneven terrain.
