Position Summary We are seeking an experienced Federal Government Construction Estimator with a minimum of 10 years of construction estimating experience , including substantial experience preparing estimates, proposals, and technical submissions for federal government projects. The ideal candidate will have a strong understanding of federal construction solicitations, drawings, specifications, Statements of Work (SOW), wage determinations, subcontractor pricing, and government proposal requirements. The position also requires strong technical writing skills to assist with technical approaches, project narratives, past performance submissions, proposal responses, RFIs, and other government-required documentation. Responsibilities Review federal government solicitations, Statements of Work, specifications, drawings, amendments, and technical exhibits. Prepare detailed construction cost estimates for federal projects. Develop quantity takeoffs for multiple construction trades. Prepare labor, material, equipment, subcontractor, overhead, and profit breakdowns. Apply applicable Davis-Bacon/prevailing wage rates and fringe benefits to project estimates. Solicit, review, level, and compare subcontractor and supplier quotations. Identify scope gaps, exclusions, risks, and potential cost impacts. Develop detailed bid spreadsheets and cost breakdowns required by government agencies. Review solicitations for bonding, insurance, scheduling, safety, quality control, and administrative requirements. Prepare and review Requests for Information (RFIs) during the bidding process. Participate in pre-bid meetings and site visits when required. Coordinate with subcontractors, suppliers, project managers, engineers, and company management during proposal development. Maintain organized estimating files and historical cost information. Technical Writing Responsibilities The successful candidate must be capable of preparing clear and professional technical proposal documents, including: Technical Approach Narratives Project Execution Plans Construction Methodology Narratives Project Management Plans Quality Control Narratives Safety and Site Logistics Narratives Scheduling and Critical Path Narratives Past Performance Narratives Project Experience Descriptions Staffing and Key Personnel Narratives Risk Management Plans Subcontracting Plans and Work Allocation Narratives Requests for Information (RFIs) Scope Clarifications and Assumptions Government proposal responses Bid and proposal correspondence Technical writing must clearly demonstrate an understanding of the work. Required Qualifications Minimum 10 years of construction estimating experience. Significant experience estimating Federal Government construction projects . Strong knowledge of federal contracting and construction requirements. Experience reviewing government solicitations including SF 1442 construction solicitations . Familiarity with Federal Acquisition Regulation ( FAR ) construction requirements. Experience with Davis-Bacon Act wage determinations and prevailing wage calculations . Ability to read and interpret architectural, civil, structural, mechanical, electrical, plumbing, and fire protection drawings. Ability to read and interpret technical specifications and Statements of Work. Strong construction quantity takeoff and cost analysis skills. Experience obtaining and analyzing subcontractor and vendor quotations. Strong Microsoft Excel skills. Strong Microsoft Word skills. Excellent written communication and technical proposal writing abilities . Ability to manage multiple government solicitations and proposal deadlines simultaneously. Strong attention to detail and ability to identify discrepancies between drawings, specifications, and solicitation requirements. Experience with projects involving renovation, HVAC, electrical, plumbing, civil/site work, roofing, structural repairs, interior renovations, security upgrades, and design-build construction is highly desirable. Minimum Experience:

10 years construction estimating, with demonstrated federal government construction experience required.

Pay:

$60,000.00 - $90,000.00 per year
