Position Summary Performs skilled work in the operation of light and heavy equipment used in the construction, maintenance, repair, and installation of the City's water distribution and wastewater collection systems. The Equipment Operator safely operates specialized equipment, assists utility crews with repairs, and performs manual labor as needed to maintain reliable utility services for the community. Essential Duties and Responsibilities Operate heavy and light construction equipment including backhoes, excavators, front-end loaders, dump trucks, skid steers, trenchers, and other assigned equipment. Excavate trenches for the installation, repair, and replacement of water and sewer mains, service lines, valves, hydrants, and related infrastructure. Backfill, compact, and restore work sites following utility repairs. Assist with water main breaks, sewer line repairs, emergency utility service restoration, and scheduled maintenance. Load, transport, and unload equipment, materials, pipes, fittings, gravel, asphalt, and other supplies. Perform routine maintenance and daily safety inspections on assigned vehicles and equipment. Report equipment malfunctions and maintenance needs promptly. Assist in locating underground utilities before excavation. Install traffic control devices, barricades, and warning signs to ensure work zone safety. Read and interpret utility maps, work orders, and construction drawings. Operate pumps, generators, compactors, and other construction equipment as assigned. Assist with maintenance of lift stations, fire hydrants, valves, meters, and other utility infrastructure. Respond to emergency calls during nights, weekends, holidays, hurricanes, and other natural disasters as required. Maintain accurate records of equipment usage, inspections, maintenance activities, and work performed. Follow all OSHA, Florida Department of Environmental Protection (FDEP), City safety policies, and applicable regulations. Perform other related duties as assigned. Knowledge, Skills, and Abilities Knowledge of water distribution and wastewater collection systems. Knowledge of safe excavation and trench safety practices. Ability to safely operate heavy construction equipment. Knowledge of equipment maintenance procedures. Ability to read utility maps and construction plans. Ability to work safely around underground utilities and traffic. Ability to perform physically demanding work in various weather conditions. Ability to follow written and verbal instructions. Ability to work independently and as part of a team. Ability to establish and maintain effective working relationships with supervisors, coworkers, and the public. Minimum Qualifications High school diploma or GED. Two (2) years of experience operating heavy equipment in utility construction, public works, water/sewer operations, or a related field. Valid Florida Class "B" Commercial Driver License (CDL) or ability to obtain within six (6) months of employment. Safe driving record. Preferred Qualifications Florida Water Distribution Operator License. Florida Wastewater Collection System Operator Certification. OSHA Trenching and Excavation Safety Training. Traffic Control/Maintenance of Traffic (MOT) certification. Experience operating vacuum trucks, hydro-excavation equipment, or CCTV inspection equipment. Physical Requirements Frequently lift, carry, push, and pull up to 75 pounds. Stand, walk, bend, kneel, climb, crawl, and work in confined spaces for extended periods. Operate heavy equipment using hand and foot controls. Work outdoors in extreme heat, humidity, rain, and other adverse weather conditions. Ability to distinguish colors used for utility markings. Ability to wear required personal protective equipment (PPE), including hard hats, safety boots, gloves, eye protection, hearing protection, and respiratory protection when required. Working Conditions Outdoor construction and utility work environment. Exposure to traffic, heavy equipment, confined spaces, sewage, chemicals, dust, noise, and uneven terrain. Subject to emergency call-outs, overtime, weekends, holidays, and disaster response operations. Participation in an on-call rotation may be required. Required Licenses and Certifications Valid Florida Driver License at time of hire. Florida Class "B" CDL or higher (required or obtainable within six months). Successful completion of pre-employment drug screening, background investigation, and physical examination.
