DEPARTMENT OF

Public Works Heavy Equipment Operator/Laborer

WATER DEPARTMENT DEFINITION

This position is responsible for safely operating a variety of heavy and light equipment and performing manual work and in connection with the construction, maintenance, repair, and response operations of the Department of Public Works.

ESSENTIAL FUNCTIONS

The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

• Operates and maintains various machines, equipment, vehicles, and hand tools including those with a rated capacity of more than 26,000 pounds gross vehicle weight, front end loaders, crawlers, excavators, paving machines, graders, backhoe loaders, sweepers, plows, sanders, mowers, chainsaws, chippers, shovels, brooms, and rakes.
• Improves roadways and related infrastructure; cleans, repairs, and builds drainage and collection systems; applies asphalt, gravel, and other materials; removes snow; treats roads and walkways; installs and repairs guardrails and signs.
• Performs grounds and roadside maintenance; mows grass; cuts and chips brush; removes leaves, trash, and debris; trims trees and shrubbery; pulls weeds.
• Maintains, sets-up, repairs, and cleans vehicles, equipment, tools, grounds, and facilities; ensures items are secured and maintained in an orderly manner; may perform welding, grinding, and sharpening.
• Builds walls and culverts, installs gabions, and performs concrete work.
• Paints buildings, cross walk lines, stop lines, and parking lines.
• Supports set-up and clean-up of a variety of Town events.
• Coordinates with other employees as needed to ensure jobsite safety and accomplish tasks in a productive and timely manner. Communicates project status and barriers to supervisor. May make technical decisions in the absence of a supervisor.
• Maintains current knowledge of techniques and requirements related to essential functions and required licenses.
• Responds as assigned to urgent or emergency incidents, including water main breaks, and snow and ice response.
• Quarterly meter readings as well as repairs/replacements of meters/MXUs as needed.
• Water sampling.
• Daily well rounds and chemical treatment reporting.
• Lead and Copper sampling.
• Mark out Dig Safes when they are requested.
• Water main repairs as needed.
• Service line replacements as needed.
• Performs other related job duties as required.

SUPERVISION RECEIVED

The employee is familiar with the work routine and uses initiative in carrying out recurring assignments independently; is given additional, specific instruction for new, difficult, or unusual assignments, including suggested work methods; and refers unusual situations to the supervisor for advice and further instructions.

JUDGMENT AND COMPLEXITY

The work involves numerous standardized practices, procedures, or general instructions that govern the work and requires additional interpretation. Judgment is needed to locate, select, and apply the most pertinent practice, procedure, regulation, or guideline.

NATURE AND PURPOSE OF CONTACTS

Relationships are primarily with coworkers incidental to the purpose of the work and involve giving and receiving factual information about the work. Ordinary courtesy and tact are required. Contacts with the public may be required on an occasional basis.

EDUCATION AND EXPERIENCE

High school diploma or equivalent and 1 to 3 years of public works or related construction and maintenance experience, including heavy equipment operation; or any equivalent combination of education, training, certification, and experience.

LICENSES AND CERTIFICATIONS

Massachusetts Class B Commercial Driver's License required. Massachusetts Class 2B Hoisting License required. Class 2A-4E-4G Hoisting Licenses helpful. Massachusetts Drinking Water Distribution 1 (D1) & Treatment (T1) license required within one (1) year of hiring date.

KNOWLEDGE, ABILITY, AND SKILLS

Thorough knowledge of the principles, procedures, techniques, infrastructure, and equipment essential to the construction, maintenance, and repair of roadways and grounds. Working knowledge of snow and ice removal techniques and practices. Knowledge of field safety. Ability to perform strenuous physical labor under varying environmental conditions, over long shifts, and during stressful situations; follow detailed oral and written instructions; follow proper methods, procedures, and safety precautions; determine proper amounts of materials, tools, and equipment needed; operate light, heavy, and special motor equipment; make minor repairs and adjustments to equipment operated; read and understand maps, blueprints, and instructions. Ability to work independently; be self-motivated; communicate effectively with tact and discretion; maintain effective collaborative working relationships; respond in a courteous and professional manner; and work with diverse groups. Effective communication, problem-solving, and mechanical skills. Skill in safe operation, maintenance, and handling of equipment and vehicles.

WORK ENVIRONMENT

The nature of duties may involve continuous presence of unpleasant or irritating elements, such as considerable noise, odors, chemical fumes, dust, smoke, heat, cold, oil, dirt, or grease. Work may be continually performed outdoors, regardless of weather conditions. May be required to be on call for 24 hours or be under prolonged pressure during emergency situations.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential function of this job.
