PROGRAM ANALYST
(2 Vacancies), GS-0343-9 your duties are below. Develops sampling plans and procedures for validing unit/activity accountability and inventory certificions. Independently evalues the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyzes evaluion results on both a quantitive and qualitive basis to provide concise and objective informion to identify accountability strengths and weaknesses. Develops recommendions to correct deficiencies or suggest program or process improvements for the organizion. Plans and designs procedures to improve organizional effectiveness and efficiency. Evalues unit and organizional effectiveness. Develops and administers a system of reviews, management controls, evaluions, and checklists designed to ensure conformance with law and regulions. The employee plans, coordines, and carries out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects. Collectively evalues management effectiveness of property management functions and informing management of their programs. Coordines and/or conducts management studies of organizion, staffing, work measurement, methods, or procedures. Incumbent reviews administrive audits, Financial Liability Investigion for Property Loss (FLIPL) reports, and Command Supply Discipline Program (CSDP) review reports to determine accountability trends to develop scope of review and recommendions to improve accountability processes and corrective actions. Applies stistical analysis techniques to measure progress, efficiency, and trends impacting the effectiveness of the organizion to meet the organizional goals and objectives. Performs 100 % inventories of unit/activity equipment and supplies and analyzes requisition da to determine causes of any discrepancies. Develops cost analysis of financial impact regarding accountability, equipment and supply damage, adequacy of storage, physical security and loss of federal supplies and equipment. Interprets a variety of requirements making independent judgments to determine organizional compliance with applicable regulions, procedures and practices. Provides USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with factual, objective assessments of the unit's ability to conduct unit logistics operions and account for federal property. Analyzes, evalues, valides, and identifies ways to improve the mission, function, and activities of the organizion. Provides USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with informion needed for effective direction of programs to include reports identifying limiting factors, program management opportunities, and availability of equipment on hand. Advises the USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, activity managers on the evaluion of basic program policies, regulory requirements, and follow-up procedures regarding applicable completed evaluion. Recommend corrective action to re-establish and ensure unit/activity compliance, with applicable logistics and physical security regulions and directives, with a specified suspense de. Develops processes, management, administrive, and technical evaluion plans for implemention by supervisors/managers. Notes deficiencies, identifies necessary resources, and recommends corrective action. Reviews workload requirements to ascertain areas where procedures can be combined, distributed, or simplified to increase productivity, efficiency, or effectiveness and is able to utilize centralized planning and decentralized execution of mission objectives. Recommends internal reporting and stus tracking procedures to ensure adeque control in terms of deadlines, progress reports, and follow-up reports. Manages the evaluion program to ensure required actions are tracked and completed. During the assessment, the examiner reviews and ensures ground safety, fire prevention and security standards are being followed. Makes recommendions, reviews responses and ensures th corrective actions are performed. Responsible for on the spot corrective assistance and guidance to unit/activity personnel during the conduct of the evaluion/review. Coordines with other logistics sections within the USPFO and Joint Force Headquarters to resolve technical problems concerning supply and equipment authorizions and accountability.
