Buyer SUMMARY:
Under limited supervision, the Senior Buyer is responsible for leading the procurement of diversified technical materials, equipment and services on a competitive base for the City and/or department in accordance with City and departmental policies and procedures and/or specification requirements.
ESSENTIAL FUNCTIONS
Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following: Assists buyers and other support staff, assigns and evaluates work, trains, and provides guidance to staff. Perform City wide training to employees on how to utilize the Citys Enterprise Resource Planning Software System (Workday) for procurement. Perform City wide annual training to employees on P-Cards, Contracts and Purchasing. Reviews purchase orders, contracts and bid specifications for completeness, accuracy and compliance with City and departmental policies and procedures. Conducts pre-bid meetings and distributes bid invitations. Advertises and sets bid opening dates. Nurtures and improves vendor relationships; creates efficiencies for procurement processes; and fully understands all intricacies of conducting business with suppliers. Assists the Purchasing Manager in coordination of activities involved with procuring goods and services such as raw materials, equipment, tools, parts, supplies, advertising, and various services for the organization. Analyzes contract requirements, special provisions, terms, and conditions to ensure compliance with appropriate laws, regulations, and organizational policies. Prepares, solicits, issues, reviews, tracks and completes all of the respective paperwork for the Citys formal bidding process for RFPs, Bids, RFQs and Exclusive Acquisition Justifications. Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; and performs other duties as required or assigned. Review requisitions and expedites the delivery of goods to customers. Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency. Minimum Experience:
A minimum of four years' experience in a purchasing department or closely related environment is required. Experience in a municipal or other governmental setting is preferred.
Education:
High School Diploma/GED. A Bachelor's degree, with an emphasis in Business or Accounting is preferred.
Minimum Pay:
$61,442
Shift:
Typical hours of work Monday through Friday; 8:00 a.m. to 5:00 p.m. Weekend hours as necessary.
