You are skilled at reviewing, redlining, and negotiating contracts involving general contractors, subcontractors, suppliers, and other parties with confidence and precision. You have strong expertise in identifying and negotiating unfavorable contract language, particularly around indemnity provisions and risk allocation.
YOU ARE A PROACTIVE RISK MANAGER AND BUSINESS ADVISOR
who identifies potential contractual risks, ambiguities, and compliance gaps before they become problems. You work closely with project managers and general counsel to resolve disputes and provide strategic guidance on contract terms and risk mitigation. You advise management and operational teams on legal implications and business strategy. You demonstrate sound judgment and the ability to escalate complex contractual or compliance matters appropriately.
YOU UNDERSTAND LABOR COMPLIANCE AND PUBLIC WORKS REQUIREMENTS
with demonstrated expertise in labor compliance, Project Labor Agreements (PLAs), Card Check Agreements (CWAs), prevailing wage requirements, and insurance certificate management. You understand how these complex requirements impact contract terms and project delivery and can ensure full compliance throughout the project lifecycle.

You explain complex contractual and legal matters clearly and professionally in all correspondence and can negotiate skillfully while building consensus and protecting company interests.
ESSENTIAL DUTIES MAY INCLUDE
In the first 30 days and ongoing: Work closely with Project Managers, General Counsel, and leadership to understand ongoing projects, existing agreements, current contractual priorities, and compliance requirements. Review, redline, track, and process all contract agreements for the construction and service departments including Prime Contracts, Subcontracts, and PSAs. Negotiate unfavorable contract language with an emphasis on indemnity language and risk mitigation to protect company interests. Review bid documents, project specifications, solicitations, addenda, and other pre-award packages to identify potential compliance issues. Oversee and manage the complete subcontract agreement process from development through execution and monitoring compliance. Review and send out subcontractor agreement packages via DocuSign or similar instruments. Acquire and distribute all required project and customer-specific insurance certificates, business licenses, and preliminary liens across all divisions. Establish and update comprehensive records of all correspondence related to contract activity. Process, acquire, and track all required business licenses per project requirements. Within the 3rd month mark and ongoing: Display strong working competency in reviewing, negotiating, and executing complex construction agreements involving multiple parties, demonstrating thorough understanding of contract language, provisions, and legal implications. Identify and escalate complex contractual or compliance matters to senior management, providing analysis and recommendations. Coordinate closely with Project Managers and General Counsel to resolve contractual disputes before litigation arises, documenting all communications and actions taken. Process, acquire, approve, and track all required subcontractor and supplier insurance certificates, performance and payment bonds, OCIP/CCIP enrollments, and labor compliance paperwork per project requirements. Communicate effectively with Accounting regarding monthly project-specific billing deadlines and with subcontractors regarding invoice submittal deadlines and required documentation. Complete paperwork and acquire all performance, material, and payment bonds as required per project and as requested by Project Managers. Demonstrate competency in labor compliance matters including PLAs, CWAs, prevailing wage requirements, and related documentation. Show competence using DocuSign, Salesforce, and other required contract management systems. Demonstrate understanding of California Public Contract Code and California Public Works requirements as they apply to assigned projects. Within the 6th month mark and ongoing: Demonstrate comprehensive competency managing all aspects of contract workflow including change orders, lien waivers, releases, stop notices, and construction claims with minimal supervision. Proactively identify contractual risks and compliance gaps during routine contract reviews and communicate strategic recommendations to Project Managers and legal counsel. Successfully review bid documents and project specifications, identifying compliance issues and advising management on risk implications before contract execution. Manage the processing and filing of all Preliminary Liens and Notices of Completion per project requirements with accuracy and timeliness. Maintain organized and current project files within the company's internal filing structure, ensuring all documentation is complete, properly stored, and easily accessible. Successfully resolve complex contractual issues and disputes independently, consulting with General Counsel as needed on legal strategy. Provide advisory guidance to management and operational teams on contract terms, risk mitigation, and compliance strategies. Show measurable improvement in contract turnaround times, reduction in contractual disputes, and stronger risk mitigation across projects. Demonstrate mastery of labor compliance requirements and ensure full adherence to PLAs, CWAs, prevailing wage standards, and related regulations. 9th-12th month mark and ongoing: Independently manage contract administration for multiple concurrent projects exceeding $750k in monthly billings without compromising accuracy or compliance. Demonstrate strategic thinking by identifying and implementing process improvements in contract management, documentation standards, and compliance procedures. Successfully mentor a junior contracts coordinator or administrative staff member on contract processes, legal requirements, and best practices. Demonstrate thought leadership by bringing innovative ideas for contract risk mitigation, labor compliance improvement, and operational efficiency to management. Develop and implement standardized contract templates, processes, checklists, or bidding packages that improve consistency, reduce risk, and streamline workflows across the organization. Established themselves as a trusted strategic advisor and resource for Project Managers and leadership on contractual matters, legal compliance, labor standards, and risk management. Proactively identify emerging legal or regulatory changes affecting construction contracting and advise management and operational teams accordingly. Demonstrate mastery of California Public Contract Code, California Public Works laws, labor compliance requirements, prevailing wage implications, and risk mitigation strategies. Negotiate complex bid documents and solicitations that protect company interests and reduce compliance risk.
EDUCATION, SKILLS & EXPERIENCE
Bachelor's degree in Business Administration, Construction Management, Law, or closely related field required Minimum 10 years of hands-on direct experience in construction contract management, legal contract administration, or related construction industry role required 5-10 years of contract administration experience preferred Strong working knowledge of California Public Contract Code and California Public Works laws required Strong working knowledge of customary construction contract language and provisions including prime contracts, subcontract agreements, and related documents required Strong drafting, negotiation, and business partnering skills required Demonstrated expertise in reviewing, negotiating, and executing contracts involving general contractors, subcontractors, suppliers, and other construction industry parties required Comprehensive experience managing all aspects of contract workflow including change orders, lien waivers, releases, stop notices, and construction claims required Familiarity with labor compliance, PLAs (Project Labor Agreements), CWAs (Card Check Agreements), and insurance certificates required Demonstrated ability to identify contractual risks, ambiguities, and unfavorable language required Proficiency in Microsoft Office suite of products (Word, Excel, Project, PowerPoint) required Proficiency in Salesforce and Adobe products required Proficiency in DocuSign or similar contract management platforms required Ability to work effectively in fast-paced environments with strong multi-tasking and organizational skills required Demonstrated strong interpersonal and excellent written/verbal communication skills required Valid and current California driver's license required Active and compliant California notary license highly preferred Knowledge of prevailing wage requirements and public works compliance highly preferred Experience in the aquatic, recreation, or construction industry preferred Experience with construction project management software and systems preferred
