Position:

This position is located at Defense Health Agency at Dover Air Force Base, Delaware. This is a Direct Hire Solicitation Learn more about this agency This job is open to The public U.S. Citizens, Nationals or those who owe allegiance to the U.S. Duties Formulates acquisition strategies for complex scientific, technical, and service requirements, ensuring compliance with FAR/DFARS and mission objectives. Manages cradle-to-grave contracting actions, preparing PWS, conducting market research, evaluating proposals, and supporting award decisions. Serves as COR for high-value contracts, monitoring performance, enforcing QASP standards, resolving disputes, and recommending corrective actions. Conducts financial reviews, reconciliations, and audit-ready documentation to ensure regulatory compliance and accurate execution of procurement funds. Executes specialized simplified acquisitions and GPC purchases, performing market research, negotiating pricing, and ensuring adherence to procurement regulations. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position is subject to 25% TDY or business travel requirements to various locations. This may require travel via privately owned vehicles, commercial transport platforms, and/or military aircraft, ships, and vehicles. You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may be covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification is required within 24 months of appointment. Selectee may be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications Who May Apply:

Contract Specialist Requirements:

Degree:

Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

OR Exemption:

You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience:

One year of specialized experience which includes performing procurement planning, contract administration, and acquisition management for complex supplies and services. Experience includes conducting market research, preparing solicitation documents, evaluating vendor proposals, and monitoring contractor performance. The candidate has applied procurement principles, performed financial and compliance reviews, and executed both simplified and complex acquisition actions requiring independent judgment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Education
