Proposal Development Analyst, Office of Sponsored Programs

Job Description

The Office of Sponsored Programs invites applications for a Proposal Development Analyst to oversee the development, review, certification, and submission of sponsored-project proposals and related requests. The position interprets funding-opportunity requirements; develops and reviews standard and complex budgets; coordinates proposal components and approvals; and ensures proposals comply with applicable federal, state, sponsor, and University policies and requirements. The Analyst evaluates proposed costs for allowability, allocability, and reasonableness; responds to questions from investigators, administrators, sponsors, and other stakeholders; and manages proposals through submission within delegated authority. This role requires strong knowledge of sponsored-project policies and processes, careful attention to detail, sound judgment, and the ability to independently manage complex proposals while escalating matters as appropriate. Reviews and interprets sponsor guidelines, terms, conditions, and submission requirements and advises investigators and administrators on proposal requirements, timelines, and University processes. Coordinates the development of proposal components and ensures complete and accurate materials are prepared for submission. Develops and reviews detailed budgets and budget justifications, evaluating costs for allowability, allocability, reasonableness, and appropriate estimation. Reviews proposals for compliance with University, state, federal, and sponsor requirements and identifies potential issues or risks. Coordinates financial, in-kind, cost-sharing, facilities, personnel, and other institutional commitments and ensures required approvals are obtained and documented. Confirms that proposed activities and commitments are acceptable to the University, sponsor, and principal investigator. Certifies and submits proposals on behalf of the University within delegated authority and ensures submissions meet applicable internal and sponsor deadlines. Maintains complete and accurate proposal records and related documentation in University systems. Provides guidance, training, and support to investigators, administrators, and OSP colleagues on proposal development, submission procedures, sponsor updates, and best practices. Contributes to OSP projects and process improvements, provides workload coverage as needed, and identifies opportunities to improve tools, processes, and services. Bachelor's degree in accounting, finance, business, public administration, research administration, or a related field and five years of progressively responsible relevant experience; or an equivalent combination of education and experience. Experience researching and resolving complex financial, budgeting, administrative, or compliance matters and applying detailed requirements accurately. Experience with sponsored-project proposal development, grants administration, research administration, or a related field. Ability to make timely, well-reasoned decisions and exercise sound judgment in deadline-driven situations, including recognizing matters requiring escalation or additional review. Strong organizational, multitasking, and time-management skills, with the ability to manage high volumes of work, competing priorities, and multiple deadlines while maintaining accuracy and attention to detail. Experience managing workflows, document revisions, approvals, and deadlines using electronic or enterprise systems. Ability to facilitate discussions and develop solutions among stakeholders with differing interests and responsibilities. Experience identifying and implementing process, workflow, or systems improvements. Excellent written, oral, and interpersonal communication skills, with the ability to establish effective working relationships and communicate effectively with a variety of stakeholders. Ability to maintain confidentiality and appropriately handle sensitive information. Proficiency with Microsoft Office, including Excel and Word, and the ability to learn new systems and technologies. Preferred Qualifications Advanced degree, such as an MA, MS, MBA, MPA, or JD. Relevant professional certification, such as CRA, CPRA, CFRA, PMP, or CPA. Experience developing or reviewing sponsored-project proposals in a higher education or research environment. Experience using federal proposal systems and sponsor submission portals. Experience managing complex proposals involving subawards, cost sharing, multiple investigators, or institutional commitments. Experience with proposal development, including grant writing, editing, research development, and strategies to strengthen proposal competitiveness.

Work Schedule:
Full-time, 1.0 FTE (40 Hours a week), Monday through Friday 8:00 am to 5:00 pm, 12 months/year.
Probationary Period:
Six (6) months minimum
