Job Description

Director of Employment Services Position Summary:
The Director of Employment Services leads vocational programs that create employment opportunities for individuals with intellectual and developmental disabilities. This role combines strategic leadership, business development, and community partnerships to expand employment pathways while managing federal contracts and supervising teams across multiple departments. The position requires a business-minded leader who can develop financial strategies, ensure regulatory compliance, advocate for policy and legislative initiatives, and build strong relationships with employers and community partners to drive meaningful employment outcomes. This role also encompasses identifying and securing new federal contract opportunities, ensuring quality assurance across all contracts, and overseeing the safety and logistics of contract operations.
Education and Experience:
Bachelor's Degree from an accredited college or university preferred. Minimum of two years' experience in field. Experience may be substituted for degree, depending on length and scope.
Required Skills/Abilities:
Ability to pass drug test. Ability to pass criminal background test. Strong leadership skills with the ability to perform well under pressure. Personable with the ability to build and maintain relationships with businesses, community partners, and team members. Creative and flexible with the ability to develop new programs and processes. Positive attitude with a problem-solving, solution-oriented mindset. Works to identify need areas, problem solve, brainstorm, and assure efficient operations of the department. Working knowledge of federal contracting regulations, including the Federal Acquisition Regulation, Performance Work Statements, and Department of Labor wage determination and Health & Welfare rates.
Key Responsibilities:
1. Provide strategic leadership and business oversight for vocational operations, including identifying growth opportunities and ensuring financial sustainability. 2. Supervise managers, team leads, and frontline staff across multiple departments and locations. 3. Develop and expand supported employment services through business partnerships and community relationships. 4. Conduct business outreach, establish and manage business relationships, and identify key businesses across various industries for employment partnerships. 5. Support individuals in exploring career options and securing meaningful employment opportunities. 6. Oversee and manage federal and seasonal contracts, ensuring compliance with SourceAmerica, AbilityOne, Department of Labor regulations, Service Contract Act, and safety documentation standards. 7. Manage job coach workforce, including deployment, recruitment, training, and scheduling. 8.Track and analyze departmental finances, develop contract pricing strategies, and create proposals for community partnerships. 9. Stay informed on policy and state legislative issues affecting vocational services and Medicaid reimbursement, and advocate for increased funding and employment opportunities for individuals with intellectual and developmental disabilities. 10. Build and maintain positive professional relationships with individuals supported, community partners, and agency employees. 11. Identify, pursue, and secure new federal service contract opportunities, and work with SourceAmerica to resolve issues affecting the AbilityOne Program and other federal contracts. 12. Develop and implement quality assurance policies and procedures across all contracts, and monitor customer feedback to ensure service quality standards are met. 13. Maintain the AbilityOne employment ratio and ensure ongoing compliance with related program requirements. 14. Ensure the safety of products, materials, and work areas, and maintain purchasing systems and inventory control for contract operations. 15. Exchange information with other Community Rehabilitation Program (CRP) agencies regarding services and products to support continuous improvement.
