A Projects Supply Chain Excellence team is seeking a senior contracts and supply chain professional with experience executing FPSO supply chain management activities in support of a major offshore development project. The successful candidate will play a key commercial role in the procurement and negotiation of FPSO Lease and Operate agreements. This is an opportunity to shape contracting strategies for a complex offshore development, lead major tenders and negotiations, and work closely with project, engineering, legal, finance, and operations stakeholders. The position is based in Houston and reports to the Projects & Facilities Supply Chain Manager. Key Responsibilities Develop and execute procurement plans and contracting strategies for FPSO packages aligned with project schedule, budget, execution strategy, and risk profile.
Lead end-to-end sourcing activities including:
Market engagement Bidder prequalification
RFI/RFP/ITT
preparation Commercial bid evaluations Clarifications and negotiations Award recommendations Develop commercial models and contract terms for complex offshore scopes, including: FPSO Lease & Operate (L&O) Marine transportation and installation Commissioning support Long-term service agreements Evaluate and manage interfaces among FPSO, SPS, SURF, drilling and completions, logistics, and operations scopes.
Define and manage:
Battery limits Free-issue materials Title and risk transfer Warranties Schedule dependencies Liabilities Draft, review, and administer contracts using procurement and ERP systems while ensuring compliance with company policies, governance requirements, and applicable regulations. Partner with Engineering, Project Management, Legal, HSE, Finance, Insurance, Project Controls, and Operations teams to manage: Scope changes Contractual risks Deviations Claims Change orders Supplier performance Contract closeout Provide market intelligence, commercial benchmarking, bid normalization, total cost analysis, savings tracking, and executive-level award documentation for major offshore packages. Qualifications & Experience Bachelor's degree in Engineering, Supply Chain, Business, Law, Finance, or a related discipline. Minimum 12 years of recent experience in supply chain, contracts, procurement, or commercial roles supporting major oil and gas, offshore, or comparable capital projects. Demonstrated FPSO experience, including: Lease & Operate agreements Bareboat charter structures Operations & Maintenance (O&M) models Newbuild or redeployment projects Topsides and hull interfaces Mooring systems Marine assurance Long-term operating obligations Proven experience leading complex, high-value tenders and negotiations with: FPSO contractors/operators Fabrication yards Offshore installation contractors Strong knowledge of: Commercial risk allocation Contracting strategies Bid normalization Price escalation mechanisms Schedule incentives and remedies Change and claims management Warranties and liabilities Performance securities Experience working across international projects and multidisciplinary teams. Fluency in written and spoken English.
Experience with:
Ariba (required) SAP (required) Icertis (preferred) Professional certifications such as PMP, CIPS, CPSM, CPCM, or equivalent are advantageous.
