VICE PRESIDENT - BUSINESS DEVELOPMENT
Primary work location is on-site in Killeen, TX (near Austin, TX). Position may require occasional travel to other locations in the domestic United States. Essential Tasks/Functions Commercial Air Charter Business Development and Marketing
Originate and close commercial air charter business for the company's 135 and 121 fleets, and subcontracted air carriers when appropriate.
Maintain a working knowledge of the commercial charter aircraft market — aircraft types, operator capabilities, availability, and pricing — sufficient to structure competitive, cost-effective solutions on short notice.
Negotiate rates and terms directly with air carriers and customers, and close contract awards.
Build and maintain a pipeline of air charter relationships across target markets (e.g., group/athletic charter, medical transport, ad hoc lift, and other commercial verticals).
Closely monitor competitor activity, market rates, and capacity trends across the air charter industry. Government Aviation Business Development
Support, where appropriate, proposal efforts for federal government aviation contracts, working alongside the SVP - Government Services.
Maintain working familiarity with the Federal Acquisition Regulation (FAR), federal solicitation types (RFP/RFI/BPA/IDIQ), and government pricing structures (CLINs, ODCs, GFP/GFE) sufficient to contribute to formal government response documents.
Help identify teaming, subcontracting, and prime opportunities with other Part 121/135 carriers and government aviation program participants.
Assist in ensuring commercial business development initiatives remain synergistic with, and do not conflict with, ongoing government contract operations. Leadership & Strategic Planning
Develop and maintain a living Business Development plan/roadmap for growing CSI's operations and profitability across commercial and government aviation markets.
Oversee marketing initiatives and subordinate staff handling sales, brokering, and related business development functions.
Recommend company participation in industry days, tradeshows and conferences, as an attendee or exhibitor, across both commercial and government aviation sectors.
Establish and maintain productive relationships with key buyers, operators, and government program stakeholders.
Maintain current knowledge of existing and emerging FAA regulations, DOT/government aviation standards, and industry best practices affecting CSI's operations.
Serve as a key advisor to CSI's executive leadership on matters of sales, marketing, and business development strategy. Job Requirements Minimum Requirements
Education:
Bachelor's degree in business, aviation management, or a related field; equivalent, directly relevant work experience may be considered in lieu of a degree
Experience:
Demonstrated, hands-on experience selling commercial aviation charter — sourcing aircraft/operators, pricing, negotiating, and closing deals — is required. Working knowledge of federal government contracting processes and the FAR is required; direct experience responding to or supporting federal aviation solicitations is desired. Preferred Qualifications
Prior experience at a charter brokerage, Part 135 operator, or 121 air carrier in a sales/BD role, combined with exposure to federal government aviation programs (e.g., DoW, DHS, or other federal air transportation requirements).
Familiarity with FAR-based solicitation structures (RFP, RFI, BPA, IDIQ), CLIN/ODC pricing constructs, and government proposal development.
Prior service in the U.S. Armed Forces is considered career-enhancing experience that the company values.
Ability to obtain and maintain government security clearance is a plus, given CSI's federal contract portfolio.
