Will manage commercial, municipal, roadway, and federal-aid construction projects. The ideal candidate will handle complex bidding, compliance, subcontracts, and closeout documentation for municipalities, WSDOT, and ITD projects as well as subcontracted projects for General Contractors. Understanding of Contract Provisions (Specs) general and special provisions. Core Bidding and Award Duties Review and process municipal bid documents and use of AASHTOWare Project for WSDOT and ITD bidding as well as DBE required paperwork.
  • Coordinate bid bonds and other bid security requirements with the company's bonding representative.
  • Track bid deadlines, addenda, required acknowledgments, post-bid documentation, and award requirements. Manage all post-award documentation, bid bonds, performance and payment (P&P) bond, retainage bonds, and specific municipality required documents.
  • Monitor applicable DBE, WBE, MBE, SBE, VOSB and other project-specific participation requirements.
Order and review certificates of insurance and verify additional insured endorsements. Compliance and Regulatory Knowledge Knowledge of EEO requirements, FHWA 1293 rules, and
FHWA 1391
yearly diversity reports. Knowledge of Request to Sublet forms (RTS), Certification for Federal-Aid Projects forms (420-004) and track WSDOT and ITD diversity reporting. Monitor federal and state wage determinations, apprenticeship ratios, women and minority ratios and disadvantaged/women/minority business enterprise rules. Handle Washington State prevailing wage requirements, including Intent to Pay Prevailing Wage, Affidavit of Wages Paid, and certified payroll for subcontractors via Washington State L&I SAW. Knowledge of Union rules and regulations (CBA's) Demonstrated ability to read, interpret, and request changes to construction contracts. Subcontracts and Financial Administration Issue and manage subcontracts and lower-tier compliance paperwork. Understand distinctions between public works, roadway, and commercial contracts, alongside workers' compensation rules. Proficient in Microsoft 365 and Adobe DC Professional to build and execute official project documents. Be the main point of contact between the owner, contractor, and subcontractors regarding contracts and issues with compliance. Help executive management navigate and resolve disputes using the language in the original contracts and/or contract provisions Communicate with your project managers and safety manager to keep projects compliant. Monitor all subcontractor compliance and be able to communicate what the compliance issues are and if necessary willing to help them become compliant. Keep all job files and job spreadsheets up to date. Manage subcontractor's schedule of values, checking the work completed for previous applications and work completed on current applications match the amount in accounts payable. Enter information in PO Sub for subcontractors. Apply experience with Foundation Accounting Software and/or B2W estimating software as a distinct advantage.

$90,000.00 - $100,000.00 per year
