JOB SUMMARY
The Therapeutic Programs Coordinator leads the planning and design of Frontier Community Services' Community Based Therapeutic Care and Family Supports initiative under the Rural Health Transformation Program (RHTP). The position coordinates development of an integrated therapeutic continuum for children with developmental disabilities, FASD, behavioral health needs, and trauma histories. This is a planning and implementation-readiness role responsible for needs and gap analysis, stakeholder engagement, service-model design, licensing and Medicaid readiness, workforce and training design, partnership development, policy and workflow development, evaluation, financial sustainability planning, and completion of an implementation-ready package. Grant-funded direct clinical or direct service delivery is not part of this position during the planning period.
KNOWLEDGE, SKILLS AND ABILITIES
Project Leadership
Ability to organize, lead, and track a complex grant-funded planning initiative across multiple workstreams, partners, consultants, and deadlines.
Children and Family Systems
Knowledge of developmental disabilities, FASD, behavioral health, trauma histories, early childhood, family supports, and community-based service systems.
Regulatory and Program Readiness
Ability to coordinate planning related to childcare licensing, SDS Day Habilitation, Medicaid documentation and reimbursement, staffing qualifications, policies, and implementation prerequisites.
Workforce Development
Ability to design staffing structures, competencies, supervision models, recruitment and retention strategies, training plans, and workforce cost assumptions.
Partnership Development
Strong facilitation and relationship-building skills with families, providers, state systems, behavioral-health partners, educators, childcare organizations, and community stakeholders.
Evaluation and Sustainability
Ability to help define outcomes, baseline data, KPIs, data responsibilities, reimbursement assumptions, financial feasibility, sustainability, and risk mitigation.
Communication and Documentation
Strong writing, presentation, meeting facilitation, project documentation, and ability to translate complex requirements into practical workflows and plans.
Grant Compliance
Ability to maintain accurate project records, monitor approved scope and milestones, and promptly elevate barriers or proposed changes affecting grant deliverables.
ESSENTIAL FUNCTIONS
Provide day-to-day leadership and project management for the RHTP planning initiative and coordinate work among FCS leadership, project staff, consultants, families, and external partners.
Lead local needs and gap analysis, including review of available data and family and partner listening sessions; confirm target population, planning scope, governance, and stakeholder engagement approach.
Lead design of the proposed therapeutic childcare and after-school continuum, including referral pathways, family supports, behavioral-health integration, participant pathways, workflows, and roles and responsibilities.
Coordinate childcare licensing, SDS Day Habilitation, Medicaid, documentation, staffing qualification, policy, and certification-readiness planning with internal and external subject-matter experts.
Develop the future workforce model, including staffing structure, competencies, supervision, recruitment and retention strategy, training curriculum, and workforce cost assumptions.
Formalize partnerships and referral/consultation roles; coordinate partner role matrices, draft MOUs or agreements as appropriate, and behavioral-health integration planning.
Coordinate development of policies, procedures, documentation standards, care-coordination workflows, implementation checklists, and other readiness tools.
Work with evaluation resources to define outcomes, baseline data needs, measures, data collection responsibilities, evaluation methodology, and future reporting expectations.
Work with business and financial planning resources on market/service demand, reimbursement, staffing cost models, five-year projections, break-even and cash-flow analysis, sustainability, and risk mitigation.
Coordinate planning-only facility feasibility review related to accessibility, licensing, life safety, space, restrooms, and sensory-environment needs; no construction or renovation is performed under this grant.
Develop the future implementation timeline, startup budget, resource/procurement plan, launch dependencies, and final implementation-readiness report.
Maintain organized grant records and evidence of progress; support grant monitoring, reporting, audit readiness, and closeout.
Participate in local and in-state planning travel, including model-observation and consultation activities, and incorporate lessons learned into the proposed model.
Ensure assigned work remains within the approved planning scope and does not include grant-funded direct clinical or direct service delivery.
ADDITIONAL JOB DUTIES
Flexibility to adapt to grant deadlines, stakeholder schedules, consultation activities, and agency priorities; occasional work outside normal hours may be required.
Other related duties as assigned within the approved position and grant scope.
PHYSICAL DEMANDS
Occasional standing and walking; frequent sitting, computer operation, meetings, and document preparation.
Occasionally lift or carry up to 20 pounds of office, meeting, or planning materials.
Ability to travel locally throughout the Kenai Peninsula and occasionally within Alaska for stakeholder meetings, consultation, and planning activities.
HEALTH AND SAFETY REQUIREMENTS
Maintain practices, methods, operations, and processes reasonably necessary to provide a safe and healthful working environment.
Maintain health and safety requirements in accordance with agency policy and procedures.
Position is subject to applicable agency background screening and other employment requirements based on assigned duties.
QUALIFICATIONS, EDUCATION AND EXPERIENCE REQUIRED
Bachelor's degree in early childhood education, special education, social work, psychology, human services, healthcare administration, public health, or a closely related field preferred; substantial directly related experience may substitute for formal education.
Demonstrated experience coordinating programs, projects, or cross-system initiatives involving children, families, disability services, behavioral health, early childhood, or community-based services.
Experience facilitating meetings, coordinating partners, developing written plans, and managing multiple deadlines and deliverables.
Experience with Alaska home
and community-based services, Medicaid waivers, SDS, childcare licensing, behavioral health, child welfare, FASD-informed practice, or trauma-informed care strongly preferred.
Experience with grant-funded projects, program development, implementation planning, quality improvement, evaluation, policy/procedure development, or sustainability planning preferred.
Valid driver's license and ability to meet FCS driving requirements when driving for agency business.
This is a time-limited, grant-funded position through June 30, 2027, subject to continued grant funding, approved scope, and organizational need.
