Development Analyst

Job Description

Job Summary:
The Development Analyst provides financial analysis for housing projects using various funding sources including Federal, State, local loans, subsidies and grants.
Essential Functions :
  • Assist Development Director and Bangor Housing management in all aspects of the development of real estate assets.
  • Determine project feasibility; ensure compliance with state and federal regulations and programmatic requirements; and evaluate and mitigate risk of projects, operating budgets, rent structure, and income.
  • Assist in land acquisition, working with legal counsel on purchase contracts and title, gathering due diligence materials, and tracking contract timelines.
  • Assist with the tracking of project expenses, timelines and schedules.
  • Compile and organize information for applications to lenders and investors.
  • Organize and disseminate technical information about physical design, environmental concerns, and accessibility requirements.
  • Order, review, and analyze third party reports such as market studies, appraisals, Phase I ESAs, and capital needs assessments as needed.
  • Read, interpret, and apply rules pertaining to a variety of government programs and funding sources.
  • Assist in financial closings with lenders and investors by gathering, reviewing, and creating necessary due diligence items.
  • Perform other duties as assigned.
Required Skills/Abilities:
  • Strong project management, time management, and organizational skills.
  • Strong technology skills and familiarity with Microsoft Office suite including Excel, One Drive and Teams.
  • Strong financial analysis skills.
  • Ability to establish and maintain good working relationships with coworkers and business partners.
  • Excellent communication skills including the ability to communicate effectively and provide presentations.
  • Ability to take initiative, work independently, and use creativity and analytical skills to resolve complex issues among multiple parties.
  • Knowledge of tax credits preferred (specifically the Low-Income Housing Tax Credit (LIHTC) program).
  • Familiarity with HUD (HTF, HOME) and Federal Home Loan Bank (AHP) housing programs preferred.
Education and Experience:
  • Bachelor's degree in relevant field. Minimum of two years' experience in related field such as real estate development, lending, financial analysis, budgeting, or accounting. Extensive education or experience may offset deficiencies in the other.
  • Must have previously completed, or be willing to complete within two years (at Bangor Housing's expense), the Rental Housing Development Finance Professional Certification Program™ with the
National Development Council Physical Requirements:
Must have the ability to frequently move, lift, pull and push objects up to 15 lbs.
Salary:
$32-34 per hour
Pay:
$32.00 - $34.00 per hour
