Job Description

Job Overview The Grants Manager is responsible for researching, developing, coordinating, and managing public and private grant opportunities that support the goals and priorities of the Iipay Nation of Santa Ysabel. The position prepares grant proposals, narratives, budgets, and required reports while ensuring compliance with federal, state, Tribal, and funder requirements. The Grants Manager works closely with Tribal departments, program managers, Finance, Tribal Council, and external funding agencies to gather information, secure required approvals, monitor grant expenditures, and meet application and reporting deadlines. The position maintains accurate and confidential grant records while respecting Tribal data sovereignty, confidentiality, and governance requirements. The position requires strong writing, communication, organization, budget management, research, and project coordination skills, with the ability to manage multiple grants and deadlines while supporting the overall goals and strategic priorities of the Iipay Nation of Santa Ysabel. Responsibilities Research and identify public, federal, state, Tribal, and private foundation funding opportunities that support the needs and strategic priorities of the Iipay Nation of Santa Ysabel. Evaluate grant opportunities for eligibility, funding requirements, deadlines, and alignment with Tribal programs and priorities. Prepare clear, accurate, and competitive grant proposals, applications, narratives, budgets, and supporting documents. Incorporate Tribal knowledge, community data, cultural values, and strategic goals into grant proposals when appropriate. Coordinate with Tribal leadership to obtain required approvals, resolutions, and authorizations prior to grant submission. Maintain a master calendar of grant application, award, reporting, renewal, and other critical deadlines. Ensure grant applications and post-award activities comply with applicable federal, state, Tribal, and funder requirements, including 2 CFR Part 200 and Tribal procurement laws. Monitor grant expenditures and coordinate with the Tribal Finance Department to ensure costs are allowable, allocable, reasonable, and necessary. Track grant budgets, spending, balances, deliverables, and compliance requirements throughout the grant period. Work with Tribal Health, Housing, Education, Natural Resources, and other departments to gather program information, data, outcomes, and supporting documentation. Collaborate with program managers to develop project goals, performance measures, budgets, timelines, and grant-related materials. Prepare and submit accurate narrative, financial, and fiscal progress reports to federal, state, Tribal, and private funders. Maintain organized and accurate grant files, records, applications, agreements, reports, correspondence, and supporting documentation. Establish and maintain secure grant records in accordance with Tribal confidentiality, information-handling requirements, and data sovereignty laws. Monitor grant awards to ensure program activities and expenditures remain consistent with approved grant terms and funder requirements. Communicate professionally and diplomatically with Tribal leadership, employees, program managers, Tribal elders, funders, federal and state program officers, and community partners. Maintain knowledge of applicable grant regulations, funding requirements, Tribal governance, and federal requirements affecting Tribal grant programs. Assist with donor and funder communications and support the development of positive relationships with funding agencies and private foundations. Identify potential funding gaps and opportunities to support the long-term sustainability of Tribal programs and initiatives. Attend required meetings, trainings, and professional development activities. Maintain strict confidentiality of Tribal, financial, program, employee, and community information. Respect and support Iipay Nation traditions, culture, values, governance, and data sovereignty. Perform other duties as assigned by the Executive Director or Tribal management. Skills Valid California Driver's license preferred.

  • Associate's or bachelor's degree in Public Administration, Native American Studies, Communications, Finance, Business, or a related field preferred.
  • Two to four years of experience in grant writing, grant management, budgeting, finance, or a related field preferred.
  • Experience working with federal, state, Tribal, or private foundation grants preferred.
  • Knowledge of, or willingness to learn, Uniform Guidance (2 CFR Part 200), federal trust obligations, and requirements applicable to Tribal entities.
  • Strong grant research, writing, editing, and proposal development skills.
  • Ability to develop, review, and analyze project budgets, spreadsheets, and financial information.
  • Understanding of basic accounting and the ability to determine whether grant expenditures are allowable, allocable, reasonable, and necessary.
  • Experience with online grant application and reporting systems such as Grants.gov, Just Grants, state grant portals, and the INSY Grants Management Portal preferred.
  • Strong written and verbal communication skills with the ability to communicate professionally with Tribal leadership, elders, staff, funders, and government representatives.
  • Strong organizational and time-management skills with the ability to manage multiple grants, projects, records, and strict deadlines.
  • Ability to research funding opportunities and identify grants that align with Tribal programs and strategic priorities.
  • Ability to gather information and data from multiple departments and work effectively as part of a team.
  • Ability to maintain accurate, organized, and confidential grant records.
  • Ability to establish and maintain positive relationships with funders, donors, Tribal departments, and community partners.
  • Knowledge of Tribal history, governance, culture, and values is highly preferred.
  • Must demonstrate professionalism, attention to detail, reliability, sound judgment, and the ability to work independently.
  • Must maintain strict confidentiality and respect Tribal data sovereignty and information-handling requirements.
