Job Description

JOB POSTING - FULL-TIME LABORER II
The Village of Lynchburg is seeking a qualified individual for a full-time Laborer II position. This position is responsible for assisting with the operation and maintenance of the Village's Water Treatment Plant (WTP), Wastewater Treatment Plant (WWTP), streets, utilities, buildings, grounds, parks, and other Village-owned facilities.
Requirements and Responsibilities:
Applicants must meet the following requirements and be able to perform the duties listed below: Must be a legal resident of the United States. Must possess a high school diploma or GED. Must be current on Ohio EPA District requirements and maintain accurate records as required. Maintain and provide daily operational coverage at the Water Treatment Plant (WTP) and Wastewater Treatment Plant (WWTP). Must be familiar with electrical, plumbing, and mechanical systems and requirements. Communicate and coordinate with contractors who support the Village's Water and Wastewater Systems. Perform OUPS utility locating as required. Perform water, wastewater, and other Village utility locating. Assist with water and sewer taps, service connections, repairs, maintenance, and related excavation and restoration. Participate in the Village's valve and hydrant flushing, inspection, maintenance, and exercising program. Assist with the inspection, maintenance, and repair of water mains, sewer lines, hydrants, valves, meters, manholes, catch basins, storm drains, and other Village infrastructure. Read, inspect, install, remove, and assist with the repair or replacement of water meters and related equipment. Perform water service turn-ons and shut-offs as directed. Assist with identifying and responding to water leaks, sewer backups, drainage problems, and other utility-related issues. Clean and maintain streets, sidewalks, curbs, storm drains, ditches, culverts, and other public areas. Perform street and pavement maintenance, including pothole patching, minor pavement repairs, crack repair, and related work. Install, inspect, repair, and replace street signs, posts, barricades, and other Village-owned fixtures. Perform mowing, weed eating, brush removal, tree trimming, leaf removal, landscaping, and general grounds maintenance. Maintain Village parks, public spaces, buildings, parking areas, street garage, water plant, wastewater plant, and other Village-owned property. Perform minor building repairs and maintenance, including basic carpentry, painting, plumbing, electrical, and mechanical work within the employee's training and qualifications. Operate hand tools, power tools, lawn equipment, pumps, generators, and other equipment necessary to perform assigned duties. Operate Village vehicles, trucks, tractors, trailers, mowers, and other equipment. Load, unload, move, and transport equipment, tools, supplies, gravel, dirt, brush, debris, and other materials. Assist with snow and ice removal, including plowing, salting, and clearing Village streets, parking areas, sidewalks, and public facilities. Assist with cleanup and repairs following storms, flooding, water-main breaks, sewer problems, fallen trees, and other emergency situations. Set up and remove barricades, cones, signs, and other temporary traffic-control devices when performing work in or near roadways. Assist other Village departments, employees, contractors, and emergency personnel when directed. Maintain Village vehicles, equipment, and tools in a clean and serviceable condition and report needed repairs or unsafe conditions. Maintain work areas in a clean, orderly, and safe condition. Follow applicable workplace, traffic-control, equipment-operation, and safety procedures and properly use required personal protective equipment (PPE). Maintain required logs, work records, inspection records, meter readings, maintenance records, and other documentation. Interact professionally with residents, businesses, contractors, and the public while performing Village duties. Must be able to perform physical labor outdoors in varying weather conditions and work around water, wastewater, traffic, equipment, uneven terrain, and other conditions associated with municipal operations. Must be able to lift and carry approximately 60 pounds and perform the physical activities necessary for the position. May be required to work outside normal business hours, including evenings, weekends, holidays, or emergency call-outs, when necessary for Village operations. Perform other related duties as assigned by the Village Administrator, Operator of Record, or other authorized supervisor. Additional Employment Requirements Appointment to this position will require successful completion of a drug test and criminal background check. The applicant must possess a valid Ohio driver's license with a low-risk driving record and must maintain a valid driver's license throughout employment.
