This position supports a project in Lehigh Valley, PA . Local candidates are strongly preferred. However, relocation assistance and/or per diem travel may be considered for the right candidate. ASAP is hiring on behalf of our client for an experienced Lead Procurement Manager - Capital Projects to support a major large-scale capital construction program in the Lehigh Valley, PA area. This position will serve as a procurement and contracts leader responsible for developing and executing procurement strategies, managing complex construction contracts, and partnering closely with engineering, construction, project controls, finance, and supplier organizations throughout the project lifecycle.

IMPORTANT REQUIREMENT

Candidates must have experience supporting large-scale capital projects valued at more than $1 billion ($1B+).

Key Responsibilities:

Develop and execute procurement strategies for large-scale CAPEX construction projects. Lead negotiations with general contractors, subcontractors, A&E/engineering firms, and suppliers. Draft, negotiate, and manage construction and supplier contracts. Support and oversee EPCM-related procurement and contracting activities. Develop RFPs, ITBs, and RFQs and lead bid evaluations and recommendations. Manage procurement contracts, purchase orders, amendments, change orders, claims, and dispute resolution. Monitor supplier performance, contract compliance, milestones, progress payments, and warranties. Partner with construction teams on the procurement, delivery, and installation of critical capital equipment. Coordinate with project controls and finance on cost tracking, forecasting, reporting, and budget management. Support contractor closeout administration and ensure contractual requirements are satisfied. Maintain compliance with applicable legal, quality, safety, environmental, and procurement standards. Utilize procurement and contract management systems such as SAP and Ariba. Participate in project cost meetings and provide procurement status and change-order updates.

Required Qualifications:

Bachelor's degree in Construction, Engineering, or a related field. 10+ years of relevant procurement, contracts, capital projects, or construction experience.

MUST HAVE

experience supporting large capital projects valued at more than $1 billion ($1B+). Strong experience with construction procurement and contract administration. Experience negotiating and managing contracts involving GCs, subcontractors, engineering firms, and suppliers. Experience with change orders, claims, contract amendments, RFPs, bid analysis, and supplier management. Understanding of construction contracting practices, including liens and AIA contracts. Experience with Primavera and/or Microsoft Project. Excellent communication, negotiation, analytical, and decision-making skills.

Preferred Experience:

Pharmaceutical, biotech, or similarly complex industrial capital-project experience.

EPC/EPCM

project environment experience. Quantity Surveyor experience. SAP and/or Ariba experience. Strong understanding of capital delivery, project forecasting, scheduling, risk management, and budget management.
