Contracts & Procurement Manager

Job Description

Job Description Overview The Contracts and Procurement Manager will oversee Contract Management, Procurements, Print Shop and Mail Operations. They will support all City departments with their contracting, purchasing, and mail needs. This position serves as a backup to the Assistant Director in the management of these City services as needed. Responsibilities
  • Serves as primary backup to the Assistant Director of Procurement during absences; reviews and approves contracts, purchase orders, agenda items, P-card actions, and other critical documents in their absence
  • Supervises purchasing, capital and contracts managers; provides guidance/ support on requisition review, solicitation development, vendor selection, and contract compliance
  • Conducts performance evaluations and approving time off
  • Monitors the Procurement Card (P Card process) for compliance with the City policies and procedures and reviews audits and compliance reports
  • Oversees Mail Room and Print Shop operations; supervises staff, ensures timely processing and delivery of mail and Council agenda packets, coordinates staffing, and steps in during shortages
  • Reviews procurement-related agenda items after submission by staff; provides final approval and coordinates signatures in the Assistant Director's absence
  • Mentors staff, resolves escalated procurement issues, and ensures continuity of division operations
  • Serves as the City's Emergency Operations Center (EOC) during activations and disasters; participates in a rotation schedule with the Assistant Director of Procurement to ensure procurement support coverage
  • May be asked to perform other duties as assigned Position Type and Typical Hours of Work

  • Non rotating 40-hour work week, Monday
  • Friday, 8:00 am
  • 5:00 pm; must be available to work additional hours as needed
  • Flexibility to work evenings, weekends, and holidays is a schedule requirement

  • Bachelor's Degree (BA/ BS)
  • Seven (7) years of experience Licenses and Certifications Required
  • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire Preferred
  • Minimum of five (5) years of progressively responsible experience in public sector procurement preferred, including significant experience in contracts administration and capital purchases/ projects Employment Testing Employment is contingent on passing any post-offer pre-employment screening as listed below:
