Director, Procurement and Auxiliary Services
Job Description
Directs and oversees the administration of the College's Materials Management functions, including the Purchasing Department, Inventory Management, Shipping and Receiving, Mailroom, and Bookstore operations. Responsible for all purchasing activities of the College and ensures that procurement activities are conducted in compliance with applicable Texas statutes, procurement regulations, and College purchasing policies and procedures. Serves in the capacity of the Associate Vice Chancellor of Business Services during his or her absence, assuming assigned duties and responsibilities as needed Bachelor's Degree from a nationally, regionally or identified at the state level accredited institution of higher education in Business Administration or in a related degree program with three years' experience in procurement or contracting required. OR Associates Degree from a nationally, regionally or identified at the state level accredited institution of higher education in Business Administration or in a related degree program with five years' experience in procurement or contracting required. AND Three years of supervisory experience and three years of experience managing operations is required. Knowledge of state and federal procurement and contracting laws, regulations, and best practices. Demonstrated ability to control and manage college auxiliary functions. Demonstrated supervisory skills and the ability to coordinate staffing requirements to meet objectives. Working knowledge of Microsoft Office including Word, Excel, and Outlook. Demonstrated ability to communicate professionally, orally and in writing. Ability to set priorities, meet deadlines, and multi-task with minimal supervision. Ability to identify problems and recommend solutions. Ability to maintain confidentiality of all information. Working knowledge of customer relations concepts. Directs and leads activities of the Inventory Management, Shipping & Receiving, Mailroom, Bookstore and Purchasing teams. Provides direct supervision of the supervisory staff in each of these areas. Reviews institutional requests that meet the $50,000 or applicable threshold to determine the appropriate procurement method and process them accordingly, including formal solicitations (IFB, RFQ, and RFP), cooperative contracts, or sole-source procurements. Reviews and processes of all proprietary and sole source purchase requests in accordance with college policies. Assist with oversight of contract review process and contracts. Responsible for the acquisition of goods and services in accordance with college policies, Texas statutes, and federal regulations. Provide guidance to college staff and faculty to ensure compliance with stated procurement guidelines. Oversee the electronic procurement and contract management platforms (Euna System). Provides guidance and direction to CTCD staff and faculty on purchasing function and ensures compliance with Texas Procurement Statutory Requirements, College policies and procedures. Provides guidance and direction to the supervisory staff for the auxiliary departments on operations and ensures compliance with college policies and procedures. Reviews and makes recommendations in support of the annual departmental budget submission for all assigned departments. Manages the approved budget in accordance with college policies. Assist the Associate Vice Chancellor, Business Services with maintenance of Colleague approvals. Manages the Business Services division during the absence of the Associate Vice Chancellor of Business Services. Performs other duties as required or approved by the Associate Vice Chancellor.
