  • to high-complexity technology projects.
The Project Manager II will oversee in-house software development and vendor integration initiatives, lead technical and project teams, establish and execute project management processes, and ensure projects are delivered on time, within budget, and in accordance with quality and customer expectations. This is a senior leadership position requiring strong experience across software development, IT infrastructure, vendor management, procurement, SDLC, Waterfall, Lean Agile, and PMBOK-based project management methodologies . The ideal candidate will be comfortable managing multiple concurrent projects, communicating with stakeholders at all levels—including executive leadership—and leading teams in a matrixed environment. Prior transit industry experience and knowledge of transit technologies is highly preferred. Key Responsibilities Lead the planning, execution, monitoring, and completion of multiple medium

Provide hands-on project leadership, management, supervision, and technical support throughout the project lifecycle. Manage in-house software development projects and vendor integration initiatives. Develop comprehensive project plans, schedules, budgets, milestones, resource plans, and work assignments. Direct and monitor project activities and work efforts on a daily basis. Identify resource requirements and coordinate resources across technical and business teams. Track project milestones, deliverables, dependencies, risks, issues, and overall project performance. Adjust project plans, timelines, resources, and priorities as necessary to meet business and customer requirements. Identify and escalate functional, technical, quality, budget, resource, and timeline issues appropriately. Establish and implement project management processes, standards, methodologies, and best practices across the IT organization. Coordinate communications across business, technical, operational, and executive stakeholders. Manage project scope, budget, risks, resources, dependencies, and organizational impacts. Lead and mentor project leaders and project management staff and provide leadership within a PMO environment. Provide indirect performance management and oversight of matrixed project team members throughout the project lifecycle. Supervise and coordinate professional and technical staff supporting large-scale automation and technology initiatives. Manage vendors, contracts, deliverables, performance, and vendor-related risks. Participate in purchasing and procurement activities for hardware, software, technology services, and related solutions. Research technology options, conduct feasibility studies, evaluate alternatives, and recommend appropriate system solutions. Develop enhancement plans, cost-benefit analyses, and implementation recommendations. Analyze and translate business and technical requirements into actionable project plans and deliverables. Support requirements gathering, specifications development, testing, implementation, and deployment activities. Ensure adherence to established Software Development Life Cycle (SDLC) processes. Apply appropriate Waterfall, Lean Agile, traditional, and PMBOK-based methodologies based on project needs. Ensure projects meet quality standards, business objectives, technical requirements, and customer expectations. Maintain clear and comprehensive project documentation and status reporting. Promote accountability, teamwork, ownership, effective communication, and successful project delivery. Required Qualifications Bachelor's degree in Computer Science, Information Systems, Business Administration, or a related field , or equivalent professional experience. PMP certification or successful completion of a recognized project management curriculum. Formal project management training is required. 7-10 years of IT work experience , including approximately 3-5 years managing IT projects using a software development methodology . At least 3 years of experience managing software development projects utilizing an SDLC . At least 3 years of experience managing IT infrastructure and/or software development projects . At least 3 years of vendor management experience , including contract management. At least 3 years of experience executing purchasing and procurement processes for hardware and software. Demonstrated experience managing projects involving multiple technologies, systems, and functional areas. Strong understanding of the full project life cycle , from initiation and requirements through implementation and closeout. Experience with project management methodologies including Waterfall, Lean Agile, and traditional PMBOK-based approaches . Experience leading and coordinating cross-functional technical teams. Experience managing or mentoring project managers, project leaders, or project management staff. Strong understanding of project governance, resource management, risk management, change management, and stakeholder management. Knowledge of SQL and Oracle databases . Experience with requirements-gathering tools and methodologies, including CASE tools or similar technologies. Experience developing functional and technical specifications and coordinating testing throughout the project lifecycle. Demonstrated management and leadership experience. Excellent written and verbal communication skills. Preferred Qualifications Prior experience in the transit industry . Knowledge of transit technologies and systems . Experience leading a PMO or supporting PMO operations. Experience managing large-scale automation projects. Experience working directly with executive-level stakeholders.
